ITEMS OF BUSINESS

 

1.         CHIEF’S VERBAL REPORT

 

 

Chief Bordeleau reported on the following items:

Gang Violence in Ottawa

Councillor Shad Qadri, Chair, Crime Prevention Ottawa (CPO), made a presentation in which he affirmed Crime Prevention Ottawa Board of Directors’ support of the Ottawa Police Service, the Chief, and all the partners who are working together to prevent the escalation of gang violence.  (A copy of Councillor Qadri’s comments will be kept on file with the Board’s Executive Director.)

 

Member Watson thanked Councillor Qadri for the good work the CPO is doing and commended him for presenting this evening.  He thanked the Chief for working on a Symposium to be held this September in conjunction with Crime Prevention Ottawa, to develop a more focused community response to the issue of street gangs in Ottawa.

 

Government Funding

Speaking to the announcement by the Provincial Government last week about permanent funding for the Provincial Anti-Violence Intervention Strategy (PAVIS) which targets illegal gang, drugs and weapons activities in communities across the province, Member Watson asked if the OPS would be facing a financial challenge when the Federal police funding program expires.  Chief Bordeleau confirmed that the Federal funding is due to expire in 2014 [Note: the Chief subsequently confirmed the funding expires March 31, 2013.] and will cause a budget pressure in the range of $700,000; a total of 7 officers will be affected.  He does not expect this funding program to be renewed, therefore the Service is making provisions for the financial shortfall that it will trigger. 

 

Member Watson suggested in preparation for the 2014 budget, a motion be prepared by this board or the Ontario Association of Police Services Boards (OAPSB) asking the Federal Government to follow what the Province has done by making their police funding program permanent.  Beginning this process now will provide sufficient lead time for the Government to factor the funding into their budget.

 

Member Jensen agreed the Federal Government would likely not be continuing with its five year police funding program.  As President of the OAPSB, he suggested that between now and the end of the year this Board develop a suitable argument for pressuring the Government of Canada to continue with the program they started.  Discontinuing the program will create a terrible financial problem for police services across the province.  He added that Member Watson is attending the Canadian Association of Police Boards annual conference in August and thought perhaps he could address this federal issue at that time or link it with one of the resolutions currently before the Association, getting the process started sooner.

That a motion be prepared for consideration at a subsequent meeting to be forwarded to the Ontario Association of Police Services Boards, to enlist its help in requesting that the Federal Government continue funding its Police Officer Recruitment Fund.

Canada Day Celebrations

Chair El-Chantiry thanked OPS staff for the great work carried out across the City on Canada Day.

 

Direct Action Response Team (DART)

Responding to a question from Member Watson, Chief Bordeleau explained that DART is currently comprised of 6 officers and one civilian crime analyst.  He explained that in addition, five officers have been temporarily reassigned:  three to DART and two to the Guns and Gangs Unit.  The Guns and Gangs Unit is tasked with investigating all shootings that take place in Ottawa regardless of whether it is gang related.  The DART Team is the proactive component; members are out in uniform working with the community to identify gang members and make sure they are not breaching any violations.  Member Watson commended the Chief on this proactive approach.

2.         2012 CANADIAN ASSOCIATION OF POLICE BOARDS’ ANNUAL CONFERENCE: REQUEST FOR SPONSORSHIP

That the Ottawa Police Services Board approve a sponsorship contribution of $1,000 to the Canadian Association of Police Boards (CAPB) for its 2012 Annual Conference being held in Victoria, British Columbia from August 16 – 18, 2012.

Member Watson asked the Chief if he was confident that the revenue stream increases are going to offset any projected deficit, and if not, are any other measures in place to contain costs.  Chief Bordeleau stated he is confident that the revenues will offset the projected deficit, however, this is reviewed on a monthly basis and there are other measures in place should these revenue projections not materialize.
