That the Ottawa Police Services Board receive this report for information.

 

BACKGROUND

 

The Board has requested quarterly updates on the assignment of Senior Officers within the Ottawa Police Service.

 

DISCUSSION

 

Annex A outlines the various Directorates to which the Senior Officers are assigned, as of May 25, 2012.  The staffing activity at this level in the organization has a critical impact on the membership.  Specifically, the members see the potential for growth and movement while simultaneously being aware of the importance of our leadership paradigm to maintaining service provision at levels expected by the Board, the membership and the community we serve. 

 

We currently have five (5) individuals in acting assignments.  This serves to ensure uninterrupted support for operations with the added benefit of developmental opportunities for these individuals.   

 

During this quarter, the position of Executive Director, Corporate Support, was eliminated and the position of Executive Director Resourcing and Development was converted from “variable” to a sworn officer at the rank of Superintendent.  This position continues to report to the Director General and Superintendent Nystedt is the incumbent.  In order to better satisfy the requirements of the service, the position of Director, Corporate Communications and Community Development was separated into two positions; Director, Corporate Communications and Director, Community Development.  The Director, Corporate Communications position is currently being filled by a seconded member from the City of Ottawa, John Steinbachs, until April 30, 2013.

 

There are three civilian vacancies.  The position of Director, Information and Technology Services within Corporate Support is currently filled until June 2012 by a temporary employee, Lewis Cardin.  The other two vacancies are for the new positions of Director, Corporate Communications (as noted above, filled by a seconded member) and Director, Community Development (currently filled through an acting opportunity).   

 

There are several projects underway that fall under the direction of Senior Officers.  The Chief’s Transition Project is scheduled to wrap up during the month of June 2012.  The Collision Reporting Centre Project is expected to continue to January 2013.  The Core Service Review Project (service initiative) is expected to continue through 2012 and the Radio Project will continue until January 2015.

 

The positions of Superintendent, District Services and Inspector, Central District Investigations, which are substantively owned by Superintendent Ralph Erfle and Inspector Terrance Cheslock respectively, are not being backfilled while these two incumbents are on assignment.  Superintendent Erfle is currently acting as Deputy Chief and Inspector Cheslock is acting as the Superintendent responsible for the Chief’s Transition Project.  These two Senior Officers are also fulfilling the requirements of their substantive positions.

 

CONCLUSION

 

This report identifies the substantive positions to which civilian and sworn Senior Officers are assigned.  Secondments and assignments are also captured in the data to provide a complete picture of the range of functions undertaken by this group.  The report also provides the Board with an understanding of the number of staffing changes that typically occur at this level.   The Board should be reassured that the staffing decisions impacting the assignment of Senior Officers are made with due consideration of the need for consistency in leadership wherever possible and minimizing any potential impacts to staff and service provision levels.
