That the Ottawa Police Services Board receive this report for information.
On October 24, 2011, the Board approved the renewal of the lease for the Rideau Goulbourn Community Police Centre located at 1131 Clapp Line for a period of five years from November 1, 2011 until October 31, 2016 for an annual amount ranging from $39K to $46K annually. In subsequent discussions, the Board directed the Chief to seek lower cost alternatives within an existing City of Ottawa facility that was within the catchment area for the CPC.
The PSB did not execute the renewal for the lease. The Landlord was subsequently advised and arrangements were made to extend occupancy on a month-to-month basis. The Clapp Lane location was closed and returned to the Landlord on February 29, 2012.
Staff began to explore the concept of co-locating the CPC within Fire Hall 94 located at 5669 Manotick Main Street. Cooperative discussions with Ottawa Fire Services and Ottawa Paramedic Services concluded with the identification of areas for each to provide their services from the Fire Station. Minor construction was required to utilize the space efficiently. Volunteers have an office at the front entrance and the CPC officer has an office on the 2nd floor. Utilizing existing OPS Security cards, all patrol officers will have access to the office as required 24/7. The annual operating cost for this space will be less than $10K annually.
PUBLIC CONSULTATION
There was no public consultation required on the selection of a City facility for the CPC as it remained within the Ward and in close proximity of the original CPC.
Funding for this initiative was identified in OPS Capital Project #906260 – Facility Initiatives 2011. An amount of $75,000 was identified within this project budget to support minor refits and construction of CPCs throughout the OPS. The cost of minor construction and fit-up for the CPC relocation was $37,900.

With cooperation from Ottawa Fire Services and Ottawa Paramedic Services, the OPS was able to develop a suitable location for the CPC. The new location is on the south edge of Manotick and easily accessible for volunteers and the public, and it will remain a vibrant part of the Rideau Goulbourn community.
