2012 RESOLUTIONS
RECOMMENDATIONS
That the Ottawa Police Services Board:
1. Receive for discussion the Resolutions attached at Annex A due to be considered at the 2012 Canadian Association of Police Boards’ (CAPB) Annual Conference on August 17, 2012.
BACKGROUND
The Canadian Association of Police Boards (CAPB) will be holding its 2012 Annual Meeting and Conference in Victoria, British Columbia from August 16-18, 2012. Mayor Watson and Member Nicholson will be attending on behalf of the Ottawa Police Services Board.
Attached at Annex A are the resolutions to be considered at the Annual General Meeting on August 17th. The eight (8) resolutions have been circulated to all member boards in advance of the conference so that those attending have an opportunity to review them and receive input from Board colleagues who are not attending the conference. In addition, the CAPB is requesting that members rank the eight resolutions in order of priority, and has provided the Ranking List attached at Annex B to be completed and sent back by July 30th.
To facilitate the exercise of ranking the resolutions, it is proposed that following discussion of the resolutions at the Board meeting on June 25, 2012, the task of prioritizing them be delegated to the Board’s Policy & Governance Committee. The Committee will have the benefit of any input received at the Board meeting and can take that input into consideration in completing the ranking list. Once the ranking is completed, the results will be emailed to all Board members for their information.
CONSULTATION
The Policy & Governance Committee may chose to consult with members of the Police Service (through the Chief) on operational matters addressed in the resolutions should the Committee require that expertise.
FINANCIAL STATEMENT
There is no financial impact associated with this report.
CONCLUSION
The resolutions considered at the Annual General Meeting of the CAPB are critical in that they form the basis of the Association’s advocacy efforts for the coming year. The Association has requested the assistance of its member boards in prioritizing the resolutions in order of importance, so they know which resolutions they should focus their efforts and attention on. Should the Board approve the recommendation to delegate the ranking task to the Policy & Governance Committee, the Committee will submit the list of prioritized resolutions to the CAPB on behalf of the Board.
