1)        Incident of Distracted Theft

On behalf of Councillor Qadri, Member Watson expressed concern about groups of individuals who may be taking advantage of businesses in the city.  He has been told that this is an increasing concern with some businesses and asked that the OPS investigate and report back on issues relating to businesses being visited by groups of individuals who distract the owners while others disperse throughout the store and steal from the business.

 

Chief Bordeleau stated that officers attended an establishment on 18 April and at that time there was no reported theft, however, there was concern over some potentially “distracted theft” that was taking place.  Staff have checked calls for service and no other incidents of this nature have taken place in the city over the past two months.  When similar incidents occur, the OPS puts out news releases to advise the community.  He indicated that officers would revisit the owner and see if anything was actually taken.

Ottawa Race Weekend

On behalf of the Board, Chair El-Chantiry wished to congratulate and thank all officers and volunteers who worked during race weekend.  The event was well organized and compliments were received about officers welcoming people to the City and being receptive to all the activity surrounding them.

 

Community Consultation and Discussion with the Iranian and Arab Communities

Chair El-Chantiry wished to thank staff, colleagues and Member Nicholson for organizing this community consultation.  He added that another consultation and discussion will be held on 30 May with the Jewish Federation of Ottawa and Jewish Family Services.  He issued an invitation to anyone interested in participating to attend if they could.

2.         OTTAWA POLICE SERVICE ANNUAL REPORT: “2011 – A YEAR IN REVIEW”

Chief Bordeleau introduced Mr. Randy Mar, Director, Planning, Performance & Analytics, Mr. Bill Westcott and Ms. Kyla Taite, who provided an online demonstration of the 2011 Annual Report.  (A copy of the presentation will be kept on file with the Board’s Executive Director.

 

Mr. Mar explained that this edition of the Year in Review has been given a fresh new look and delivers a dynamic and interactive online presence.  The digital online format offers numerous benefits, including: improved quality and interactivity; easier search by viewers; more capacity for articles and content; extended life of the report as it is available throughout the year; environmental responsibility; and, easier accessibility.

 

The 2011 Annual Report can be found at www.opsannualreport.ca and the report can be downloaded and/or printed.

 

Member Watson congratulated staff for the excellent work done on this interactive digital report.  More and more organizations are moving in a digital direction as print matter wastes money, time and trees - the OPS is saving money producing the report in this manner.  He asked if staff had the ability to see how many individuals are accessing the report and suggested that the link be forward to members of City Council so it could be included in ward newsletters and on their websites; the more ways to advertise it, the better.  He stated this newly formatted version is something staff should be very proud of. 

 

Chair El-Chair indicated that City Councillors would be receiving information about the report the next day.

 

Responding to a question from Member Doyle, Mr. Mar indicated that a full and comprehensive police traffic and crime statistic report would be coming forward at the June Board meeting.  The information contained in this report is a preliminary high level release of Ottawa crime data.

3.         EXPANSION OF THE REAL YOU WELLNESS PILOT PROJECT

Ms. D. Frazer, Director General, introduced the presentation, saying it would cover the highlights of the first 100 candidates to participate in the Real You Program.  She then introduced Ms. Angela Slobodian, Manager, Health Safety and Lifestyles and Dr. Neda Amani, President, The Real You.  Employees have been very enthusiastic about this program and it has made tremendous health impacts on the participating individuals.  Many significant findings were unearthed and it has provided more ways to improve employees’ health, which directly impacts their productivity and the health of the organization.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

Vice Chair Durrell stated this program was very impressive and the Chair concurred. 

 

Responding to comments made by Chair El-Chantiry, Dr Neta explained that the program was customized to OPS specifications; it was not designed as a weight loss program.  The focus of the program is to support and help create a healthy lifestyle and as a result of the program, weight loss comes in a healthy way.  Should the program be extended for another six months, the team would be accessible to the initial participants; the goal is to be an ongoing support while taking on the next group of participants.

 

Chair El-Chantiry asked when staff would be able to calculate any cost savings.  Dr. Neta suggested the question be directed to Mr. Mar’s area.  She suggested the cost savings would be readily available, and with further analysis of the return on investment (ROI) papers, figures could be available within the next year. 

 

Chief Bordeleau added that the wellbeing of employees is one of the pillars he is committed to during his term and this program is showing positive early results.  He told Board members that he would report back this fall with a full evaluation of the program.  Referring to Dr. Duxbury’s report, these types of initiatives are seen as very positive in ensuring employees are physically and mentally able to do their job.  He is pleased that the OPS is being given the opportunity to extend the pilot and continue some of the early successes they have seen.

 

On behalf of the Board, the Chair thanked Dr. Amani for what she has done and wished her continued success with the program.

 

That the Ottawa Police Services Board approve a contract in the amount of $240,600 (exclusive of taxes) to The Real You Inc. to expand the delivery of “The Real You Ottawa Police Service Wellness Pilot Program”.

4.         2012 PUBLIC SURVEY OF POLICING SERVICES

Chief Bordeleau stated that every three years staff go to the public to ascertain what they think of their Police Service.  Hearing and understanding what the public has to say and identifying priorities and gaps is extremely important to the Business Plan process. 


Mr. Mar informed Board members that the presentation was a high level summary of the survey.  Since 1995 the survey has been conducted every three years in advance of the business planning process.  The format of the report has been changed this year; in the past hard copies of the survey were sent out to randomly selected homes across the city and it was very paper heavy.  This year an invitation was sent out to participate in the survey with the help of Leger Marketing.  Mr. Andrew Berry and Mr. Bill Wescott, OPS, were joined by Mr. Sebastian Dallaire, Director of Research, Leger Marketing to conduct the presentation.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

Mr. Mar said that the survey contained a total of 75 questions.  With the help of Leger Marketing a similar report will be prepared for each of the 23 Wards and 6 police districts to determine specific issues by area. 

 

Chair El-Chantiry thanked Mr. Mar for including comparisons to previous years as he previously requested.

 

Member Harder added that as an elected official for over 15 years, she has seen the results of the hard work being done by the Ottawa Police; the improvements and investments being made over the years are showing results.

5.         BYWARD MARKET STREET AMBASSADOR PROGRAM: 2011 ANNUAL REPORT AND 2012 FUNDING

Member Watson asked if staff could contact Mr. Larry O’Keefe, GM, Public Works, regarding the City’s new Neat Streets Pilot Program to make sure there is no potential overlap of duties between it and the By-Ward Market Ambassador Program.

 

That the Ottawa Police Services Board continue to endorse the Street Ambassador program and approve the release of a $10,000.00 contribution to the ByWard Market Business Improvement Area for operation of the program in 2012.

6.         CITY OF OTTAWA’S NEW SMOKE-FREE REGULATIONS

That the Ottawa Police Services Board:

 

1.  Request that the Council of the City of Ottawa amend City of Ottawa By-law No. 2004-276 (the Parks and Facilities By-law) to include as "outdoor municipality property", outdoor properties managed or controlled by the Ottawa Police Services Board for the purposes of prohibiting smoking.

 

2.  Forward the request to the Council of the City of Ottawa for its consideration.
