CEREMONIAL ACTIVITIES / ANNOUNCEMENTS

 

1)    Congratulations

On behalf of the Board, Chair El-Chantiry congratulated Member Jensen on being elected President of the Ontario Association of Police Services Board at the Association’s Annual General Meeting held in Ottawa this month.  He thanked the Chief and his staff, former Chief White and Board staff for their contributions to a very successful conference.  He also thanked Mayor Watson for hosting a Welcoming Reception for the delegates at City Hall.

 

2)    Passport to Prosperity Ontario Employer Designation

Mr. Steve Georgopoulos, Member, Provincial Partnership Council Advisory Board, explained that this province-wide initiative is sponsored by the Provincial Partnership Council (PPC), the Ontario Ministry of Education and the Ontario Ministry of Training, Colleges and Universities, which encourages and supports Ontario employers in providing high school students with experiential learning opportunities.  The program is delivered throughout Ontario by 26 local coordinators situated in business education councils and local training boards.

 

The Provincial Partnership Council (PPC) is comprised of leaders from the private, public and voluntary sectors and is a volunteer advisory committee of the Government of Ontario.  Created in 2010, the Passport to Prosperity Ontario Employer designation distinguishes employers that are supporting the futures of significant numbers of young people across the province through experiential learning programs.  To earn this annual designation an employer must have provided at least 50 learning opportunities in the previous academic year (September through August).  The Ottawa Police Service has received this designation in 2010 and in 2011.

 

In presenting the award to Chief Bordeleau, Mr. Georgopoulos commended the OPSB and the OPS for taking the time and investing in our youth and thanked the OPS for offering these learning opportunities on such a significant scale.  Chief Bordeleau thanked Mr. Georgopoulos for his comments and added that the OPS engages approximately 75 to 100 co-op students annually.  It is a great opportunity for high school students to build relationships with police officers and civilian and sworn members, and for the OPS to build relationships for future recruiting.  He thanked the members of the OPS who take on these students, and Ms. K. Stuurup and Ms. C. Meehan, Volunteer Coordinators, who have been running this program for the past couple of years.

 

Chair El-Chantiry congratulated the Chief on the well deserved award.

PUBLIC DELEGATIONS

 

a)        National Capital Area Crime Stoppers

Presentation by Mr. Wayne Bissett, Vice President Elect

 

 

Chair El-Chantiry congratulated Mr. Bissett for the successful Crime Stoppers fundraiser he organized and that was held last weekend. 

 

Mr. Bissett thanked the Board for the opportunity to present some of the opportunities and challenges the National Capital Area Crime Stoppers is facing.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

There were two requests made to the Board:

1)   To help identify leaders in the community who can help rebuild their brand and to find ways to ensure the community is aware of the Crime Stoppers Program and its impact in helping police; and

2)   To allow Crime Stoppers to present their achievements and challenges to the Board on a more regular basis to raise awareness.

 

Chair El-Chantiry thanked the presenter and expressed his appreciation for their efforts.  He pointed out that agenda item #9 “Response to Outstanding Inquiry I-12-01:  Report on Crime Stoppers” goes hand in hand with this presentation. 

 

Vice Chair Durrell appreciated the presentation and thanked the Chief for his report, which reaffirms that if Crime Stoppers disappeared it would be a lose/lose situation for both the OPS and Crime Stoppers.  Everyone is in agreement that public funding is not for Crime Stoppers, however, at the OPS Gala in the fall he witnessed the power of the police in terms of obtaining sponsors and volunteers, who always come forward for a highly successful event for a worthwhile cause.  He asked if it would be possible for them to sit down together and collectively come up with some worthwhile ideas that will be of value to Crime Stoppers.

 

Chair El-Chantiry asked Chief Bordeleau to provide an update as he has already met with Mr. Bissett.  Chief Bordeleau stated that Crime Stoppers is a very valuable tool and he would be willing to strategize about ways to better support the Board of Directors and reenergize fundraising.  Also discussed, as noted in the report, were the in-kind contributions the OPS makes.  The OPS has since committed to a vehicle for the coordinator’s position thereby eliminating insurance costs and potential liability issues.  Incorporating these costs into the OPS budget will allow Crime Stoppers further reduction in their operating costs so they can focus on allocating the much needed cash to the tips they receive.

 

Chair El-Chantiry stated the Board would appreciate receiving updates from Crime Stoppers on a semi-annual basis, which will keep Crime Stoppers in the forefront.  He and the Vice Chair look forward to working on new ideas for fundraising and added that a couple of individuals have already stepped forward and offered their services as board members.  On behalf of the Board he sincerely thanked Mr. Bissett for his efforts and thanked Vice Chair Durrell for bringing this to the Board’s attention.

Chief Bordeleau congratulated the conference organizers on a job well done. 

 

David Pepper

On behalf of the Board, Chair El-Chantiry wished Mr. Pepper all the best in his new position with OC Transpo.  He suggested that from time to time he would reach out for Mr. Pepper’s expertise on matters close to his heart, such as racial profiling.  He thanked Mr. Pepper for his many years of service to the OPS.

 

Distracted Driving Enforcement

With the success of the enforcement campaign, Vice Chair Durrell wondered if it would continue.  Chief Bordeleau explained that distracted driving is part of the Road Safety Plan and officers will continue to conduct these types of enforcement activities to target cell phone and texting use while driving.

5.         OTTAWA POLICE DRAGON BOAT CLUB: FUNDING REQUEST

Chair El-Chantiry informed Board members that the Ottawa Police Association has agreed to split the $1,000 cost to assist the Dragon Boat Club, thereby reducing the Board’s contribution to $500.

That the Ottawa Police Services Board approve a grant in the amount of $500 to assist the Ottawa Police Dragon Boat Club in representing the Ottawa Police Service at the “Washington DC Dragon Boat Festival” boat race on May 19 and 20, 2012.

11.      FINANCIAL STATUS REPORT: FIRST QUARTER 2012

Member Jensen referred to page 61 of the Agenda and asked what Mirra chairs were, where they were installed, and why are they so expensive.  Director General D. Frazer explained that as part of the Facilities Master Plan there are standards for corporate furniture.  Chairs are subject to very heavy use because of the gear and equipment officers carry around with them.  A very high quality and durable chair is the standard for administrative assistants, boardrooms, and officer workstations.  These chairs last approximately five to six years.

12.      LEGAL SERVICES STATUS REPORT – FIRST QUARTER 2012

Board Solicitor’s report dated 23 April 2012

 

 

Member Jensen expressed concern about the number of false arrests, the use of excessive force and the resulting claims.  Since changes to the public intoxication policy were made, he asked if there had been a downturn in the numbers of claims. 

 

Mr. D. White, Board Solicitor, stated that individuals have two years to file a claim.  Generally speaking when any changes are made to the law or imposed by the courts, a lag occurs in terms of claims filed and their results.  He could not speak to the number of arrests made, however, in terms of the number of claims, that is something legal staff can track going forward to see if there has been any change. 

 

Member Jensen asked Mr. White to report back to the Board, within a reasonable amount of time, on the number of claims citing false arrests and the use of excessive force brought against the Board.

 

Although the number of arrests for public intoxication has been reduced since the implementation of the new policy, Chief Bordeleau stated he was uncertain if there was a correlation between the number of false arrests and the number of arrests dealing with public intoxication.  He indicated an analysis of the numbers would help identify if a correlation does exist.
