PUBLIC DELEGATIONS

 

a)             Ottawa Victim Services

Presentation by Mr. S. Sullivan, Executive Director

 

 

Mr. S. Sullivan, Executive Director, explained that his purpose for addressing the Board was to express the Ottawa Victim Services’ belief that it is essential that the next Chief of Police be someone who has a proven record in championing the rights of victims of crime, and who has a clear commitment and a plan to ensure victims of crime are routinely offered services.  He also hoped that the Board would again recognize the importance of responding to the needs of victims of crime in its 2013 - 2015 Business Plan, as it had in its 2010 – 2012 Plan.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

 


b)             Ottawa Coalition to End Violence Against Women (OCTEVAW)

Presentation by Ms. S. Lomatski, Executive Director

 

 

Ms. S. Lomatski, Executive Director, explained that OCTEVAW is a coalition of organizations and individuals dedicated to ending violence against women, and promoting a coordinated response to women and their children who have experienced abuse.  The coalition would love to see the next Chief be someone who will listen to and represent women who experience violence in the community.  Ms. Lomatski highlighted their commitment to working with the next Chief to support crime victims in Ottawa.  (A copy of the presentation will be kept on file with the Board’s Executive Director.) 

 

c)             Ms. L. Kitchikeesic

 

 

Ms. Kitchikeesic said that she has worked most of her adult life to promote understanding between police and diverse communities.  She recently held a community consultation called “Questions for a Police Chief”.  The purpose was to provide the Board with input for attributes the diverse and Aboriginal communities would like considered in the selection of a new Police Chief.  She emailed the Board Executive Director a list of questions that consultation participants had suggested the Board ask during the interviews.  She then proceeded to review some of the issues that were raised during the consultation.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

On behalf of the Board, Chair El-Chantiry thanked the delegations for their presentations.

 

ITEMS OF BUSINESS

 

1.             CHIEF’S VERBAL REPORT

 

 

The following items were reported on jointly by Deputy Chief Bordeleau and Deputy Chief Larochelle:

·         Guilty Plea for 2011 Homicide on Stanley Avenue;

·         Guilty Plea for 2010 Homicide on Chapel Crescent;

Kanata North

Member Watson wanted to draw attention to a traffic issue at Knudson Drive and Shirk Crescent that arose during a community meeting he recently attended.  Deputy Chief Bordeleau indicated that he would bring the matter to the attention of the district traffic officer and ensure the information was logged into the system.  The Deputy Chief added that the OPS works closely with City staff regarding traffic education, engineering and enforcement.  They have been a great partner in identifying strategies that can be used to improve the flow of traffic on city streets.

 

Chair El-Chantiry wanted to emphasize the importance of calling the police regarding traffic problems.  Each call is logged into the system and enables staff to determine hot spots that require attention.

2.             Establishment of Ottawa Police Youth Advisory Committee

Presentation

 

 

Deputy Chief Bordeleau noted that on 26 October 2011 the OPS collaborated with the Board to hold a Youth “Let’s Chat” forum.  One of the outcomes of the event was the creation of a Youth Advisory Committee (YAC) as identified by the youth in attendance.  He then introduced Ms. Jessica Ripley, Strategic Youth Specialist, and Ms. Laurie Fenton, Community Development Unit, to provide an update on the work being done to establish the Committee.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)

 

Member Harder indicated that she had already shared her comments with D/C Bordeleau earlier in the day.  She expressed her concern that there wouldn’t be an opportunity to connect in a truly geographic fashion and wanted to know how this could be addressed.  She suggested that the best way to get information out into the community was to use City Council members, as most use social media.  She wasn’t criticizing the concept, which she thought was excellent.  However, she has seen some community organizations where the same people continually show up and others that focus on their area and only make contact when assistance is needed.

 

Ms. Ripley confirmed they have heard the same suggestions from youth: that the meetings be held in various communities on a rotational basis.  She said the committee is not intended to be a static group that always meets in one location.

 

Member Watson informed the presenters that the City will be hosting a youth summit chaired by Councillor Fleury in the fall.  It may be an opportunity for this new committee to have a booth at the youth trade show.  He suggested they get in touch with Councillor Fleury about having a booth at the trade show so he can incorporate it into the planning of the youth summit.

3.             PURCHASE OF POLICE PACKAGE VEHICLES – 2012

Member Jensen understood that the vehicle chosen might not necessarily have been the most economical and he wanted to know what the cost per vehicle was for the vehicle not chosen. 

 

Director General D. Frazer invited Inspector Paul Johnston and Staff Sergeant Sean McDade to come forward and assist in responding to the query about the vehicle selection process.  Dealing directly with the cost of the vehicle, Insp. Johnston said they looked at Chevrolet, Dodge Chrysler and Ford products.  The decision was not only based on fiscal management but on the operational needs of the police service, requirements under the Police Services Act and the policing manual.  Safety was the number one concern.  When selecting the vehicle, they also had to consider the outfitting and ensure the outfits are transferable.  This includes the laptop component, ticketing system and prison partitions.  The costing came down to two vehicles: the Dodge Enforcer and the Ford Interceptor.  The Ford was chosen for three reasons:  all wheel drive, programmable steering wheel, and safety features.  The price differential between the two was approximately $1,000 per vehicle, with the Dodge Enforcer being cheaper, however, the safety features offered with the Ford Interceptor made it the vehicle of choice. 

 

Member Doyle asked if staff were forecasting the purchase of any additional vehicles this year.  S/S McDade responded there are only a few unmarked vehicles that need to be replaced this year and the anticipated cost will be well within the remaining 2012 Capital Budget.

 

Responding to a question from Chair El-Chantiry about the use of the Interceptor elsewhere, Insp. Johnston noted that a large majority of services within the Police Cooperative Purchasing Group (PCPG) are purchasing this vehicle.

 


That the Ottawa Police Services Board approve the purchase of 58 police package vehicles for 2012 at a cost of $1,621,596, including applicable taxes.

Member Jensen informed Board members that the Government of Ontario will be proceeding with a re-examination of the duties and roles of special constables in the Province.

 

That the Ottawa Police Services Board approve the re-appointment of Kevin Fahey, Mark-Anthony Johnson, Kevin O’Brien and Jonathan Parker as Special Constables pursuant to Section 53 of  the Police Services Act, in accordance with the terms and conditions set forth in the attached application form.

7.             NEW APPOINTMENT OF SPECIAL CONSTABLE – CARLETON UNIVERSITY

That the Ottawa Police Services Board approve the appointment of Mathew Bray as a Special Constable with Carleton University, pursuant to Section 53(3) of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

8.             NEW APPOINTMENT OF SPECIAL CONSTABLES - OC TRANSPO

That the Ottawa Police Services Board approve the appointments as Special Constables of the nine (9) OC Transpo members listed in Annex A, pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.
