 NEW APPOINTMENT OF SPECIAL CONSTABLES – OC TRANSPO

 

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve the appointments as Special Constables of the nine (9) OC Transpo members listed in Annex A, pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

BACKGROUND

 

To ensure that these employees can carry out their assigned duties as Special Constables, applications are made to the Ministry of Community Safety and Correctional Services to have them appointed as Special Constables pursuant to Section 53 of the Police Services Act.  The Police Services Board appoints the employees as Special Constable upon approval by the Ministry.  The appointments are valid until 20 December 2016, or until the appointees are no longer in the employ of OC Transpo (though they can be renewed).  Upon termination of their employment, the Ottawa Police Service advises the Ministry to terminate the appointments.

 

DISCUSSION

 

The Board is asked to appoint the employees listed in Annex A as Special Constables in accordance with the above-noted process.  The employees have been hired by OC Transpo in anticipation of being appointed to the Special Constable positions, subject to Board and Ministry approval.  They will be performing the responsibilities cited in the Memorandum of Understanding between the Ottawa Police Services Board and the City of Ottawa Transit Services approved by the Board in December 2006.

 

Approval has been obtained from the Ministry of Community Safety and Correctional Services to have them appointed as a Special Constables.  Pursuant to Section 53 of the Police Services Act, upon receipt of the Board appointments of their status, the employees will be required to undertake the Oath of office by the Chief of Police.

CONCLUSION

 

Special Constable status is required in order for these employees working with OC Transpo to undertake the full duties and responsibilities assigned to them.
