TO/DEST:

Executive Director, Ottawa Police Services Board

FROM/EXP:

Chief of Police, Ottawa Police Service

SUBJECT/OBJET:

RE-APPOINTMENT OF SPECIAL CONSTABLES - OTTAWA POLICE SERVICE

RECOMMENDATION

That the Ottawa Police Services Board approve the re-appointment of Kevin Fahey, Mark-Anthony Johnson, Kevin O’Brien and Jonathan Parker as Special Constables pursuant to Section 53 of the Police Services Act, in accordance with the terms and conditions set forth in the attached application form.

BACKGROUND

The individuals noted above are currently Special Constables assigned to the Court Security Section of the Ottawa Police Service.  They are approaching the expiration of their term of appointment.  To ensure that these employees can carry out their assigned duties as Special Constables, application is made to the Ministry of Community Safety and Correctional Services to have them re-appointed as Special Constables pursuant to Section 53 of the Police Services Act.  The Police Services Board appoints the employees as Special Constables upon approval by the Ministry, for a five-year period or until the appointee is no longer in the employ of the Ottawa Police Service.  Upon termination of their employment, the OPS must advise the Ministry to terminate the appointment.

DISCUSSION

The Board is being asked to approve the re-appointment of these employees as Special Constables in accordance with the above noted process.   Their responsibilities include the transportation and custody of prisoners being moved between detention facilities and other locations such as the courts; providing security at premises or places occupied or utilized as courts; maintaining security at the courthouse, the OPS cellblock, and other Ottawa Police Service detention facilities.

Approval has been obtained from the Ministry of Community Safety and Correctional Services to have them re-appointed as Special Constables.  Pursuant to Section 53 of the Police Services Act, upon receipt of the Board approval of their status, the employees will be required to undertake the Oath of Office by the Chief of Police.
