ELECTION OF CHAIR AND VICE CHAIR

 

Ms. Fedec, Board Executive Director, explained that in accordance with Section 28 of the Police Services Act and the Ottawa Police Services Board Procedural By-law, the Board must elect a Chair and a Vice Chair at its first meeting each year.  Accordingly, she requested nominations for the position of Chair.

 

Member Watson put forward a Motion that Member El-Chantiry be nominated to the position of Chair of the Ottawa Police Services Board.

 

The Executive Director called for any additional nominations.  There being none, the following motion was considered:

That nominations for the position of Chair be closed.

Moved by J. Watson

 

That the Ottawa Police Services Board appoint E. El-Chantiry as Chair of the Board for 2012.

 

CARRIED

 

Chair El-Chantiry then asked for nominations for Vice Chair.

 

Member Watson moved that Member Durrell be nominated to the position of Vice Chair of the Ottawa Police Services Board.  There being no other nominations, the following motion was considered:

That nominations for the position of Vice Chair be closed.

That the Ottawa Police Services Board appoint J. Durrell as Vice Chair of the Board for 2012.

Chair El-Chantiry thanked his colleagues for their confidence in Vice Chair Durrell and himself and re-electing them for another term. 

 

CEREMONIAL ACTIVITIES / ANNOUNCEMENTS

 

a)       Chief White’s Resignation

 

Chair El-Chantiry explained that this was Chief White’s last meeting as Chief of the Ottawa Police Service and that a number of Board members wished to say a few words.

 

Vice Chair Durrell began by saying that anyone involved in the City of Ottawa watched our Chief arrive and, in his own style, take the City by storm.  Through his sheer force of personality and will he reshaped our police service.  He has been a wonderful advocate for those less fortunate and in every respect a “cop’s cop”, while never forgetting the fact that he held the title of Chief.  The Vice Chair noted that he had mixed emotions when he heard of the Chief’s pending departure.  He thanked the Chief and added that the Ottawa Police Service is in infinitely better shape than when he started and he congratulated him.

 

Member Watson was happy for the country in that it is gaining a new Senator, and sad for the Board and the citizens of Ottawa.  The Chief took on important files and the one that struck Member Watson the most was the passion he showed towards those with severe addictions, especially young people.  The Chief recognized that the City did not have the residential services required to tend to these youth and he didn’t want to give up on them.  He began raising millions of dollars so that today we have a youth residential treatment centre for drug addicts.  On behalf of his colleagues on City Council, Mayer Watson wished Chief White the very best and knew he would continue to be a strong voice for the citizens of Ottawa.

 

On behalf of the Board, Chair El-Chantiry echoed his colleagues’ comments, and thanked the Chief for his service and wished him the best.

ITEMS OF BUSINESS

 

1.             CHIEF’S VERBAL REPORT

 

 

Chief White reported on the following items:

·         OPS Ethics Program;

·         Joint OPS/RCMP Chemical, Biological, Radiological, Nuclear and Explosives (CBRN) Unit;

·         Children’s Aid Society (CAS) Secondment Agreement;

·         Guns and Gangs;

·         Direct Action Response Team (DART).

 

Chief White’s Departure

Chief White thanked the Board for allowing him to serve his time as Chief with the OPS.

 

Joint OPS/RCMP CBRN

With the success of the Joint OPS/RCMP integration of the CBRN, Member Jensen wanted to know if any other opportunities for efficiencies were planned for the future.  Chief White explained that a core services delivery review recently commenced led by A/Insp. S. Bell and Insp. M. Callaghan, and overseen by both deputies.  The Chief’s office will serve as the champion of this project.  The review will look at opportunities for amalgamation and integration, and identify ways to become more efficient and effective.  He recently met with Deputy City Manager S. Kanellakos about opportunities that may exist within other emergency services at the City.  He hoped that over the next 90 days the team will:  map out what is core service delivery; what needs to be enhanced; and what opportunities there are to share resources.  The team’s goal is to improve service without increasing costs.  The expectation placed on everyone involved has been to be a better police service in three years with zero growth from a human resources perspective.

2.             CRIMINAL INVESTIGATIONS DIRECTORATE ENHANCEMENT PROJECT

Chief’s Executive Summary and report dated 17 January 2012

Presentation - Dr. L. Duxbury, Insp. S. Brown, S/Sgt. J. Dunlop

 

 

D/C G. Larochelle introduced Dr. L. Duxbury, Professor, Sprott School of Business, Carleton University, Insp. S. Brown and S/Sgt. J. Dunlop who delivered a presentation.  (A copy of the presentation will be kept on file with the Board’s Executive Director.)  Dr. Duxbury congratulated the OPS for having the courage to take on the topic of work overload and the impact of stress.

 

Chief White thanked Dr. Duxbury and rest of the team for the amount of work that went into this project.   He appreciated their efforts and more importantly, the membership understands the work that is being done and knows the leadership cares about them.  Work overload and stress do have a cost in the form of increased absenteeism, alcoholism and drug costs.

 

Vice Chair Durrell asked what the rationale was to move Crime Stoppers out of CID and into Corporate Services.  S/Sgt. Dunlop responded that best practices across the province showed the OPS was the only service that had Crime Stoppers within CID; all other services have it attached to either their community or corporate sections.  The main work of Crime Stoppers is community outreach and media relations; it is hoped that this move will enhance the way they do business by lending support from the media relations and corporate communication sections.

 

Responding to a question from Member Jensen regarding any economies achieved as a result of the civilianization of three positions, Insp. Brown explained that there is a difference between civilian and sworn member salaries and from that angle there were economies to be had.  In this particular situation it allowed for the establishment of a third surveillance team.

 

Chief White clarified that it wasn’t a collapsing of sworn and building of civilian positions; it was a trade off of staff from one area to another. It appears that positions were civilianized positions when in fact it was a trade of resources doing more appropriate tasks.
