RECOMMENDATION

 

That the Ottawa Police Services Board approves a lease for the Community Police Centre located at 1343 Meadowlands Drive, for a two-year period commencing 1 February 2012 to 31 January 2014, at no cost.

 

BACKGROUND

 

The Parkwood Hills Community Police Centre (CPC) located at 1343 Meadowlands Drive occupies 336 square feet of space.  It has been used by the OPS as a CPC since approximately 1998.  The CPC is located in an area of very high-density rental housing, and is well accepted within the community with strong support from its volunteer base.  The rental housing area used to be owned by Minto Group Inc. but was recently sold to TransGlobe Realty.  The ground floor location of the CPC and the exterior premises suit the operations of the CPC.

 

DISCUSSION

 

The current lease will expire on 31 January 2012.  The owner has proposed a two-year term to start 1 February 2012.

 

Negotiations with the owner have now concluded and the owner has agreed to a rent-free “Gross Lease”, meaning that all operational costs, taxes and utilities are included in the rent.

 

PUBLIC CONSULTATION

 

None required.

 

FINANCIAL STATEMENT

 

The lease cost for the duration of the lease is $0 per month.

 

The 2011 Budget included operating costs of $1,000 to cover the cost of minor repairs and the cleaning of the premises on a regular basis. There is no anticipated increase to these costs for 2012.

 

CONCLUSION

 

The current location of the CPC located at 1343 Meadowlands Drive supports the delivery of community-based policing initiatives in this area. The owner of the building has demonstrated a willingness to continue the partnership and is providing the space at no charge to the OPS
