OTTAWA SOUTH COMMUNITY POLICE CENTRE – LEASE APPROVAL

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve a lease for the Community Police Centre located at 2870 Cedarwood Drive, for a three-year period commencing 1 January 2011 to 31 December 2013, at no cost.

 

BACKGROUND

 

The Ottawa South Community Police Centre (CPC) located at 2870 Cedarwood Drive occupies 1,000 square feet of space.  It has been used by the OPS as a CPC since approximately 1992.  The CPC is located in an area of very high-density rental housing, and is well accepted within the community with strong support from its volunteer base.  The rental housing area used to be owned by Minto Group Inc. but was recently sold to TransGlobe Realty.  The ground floor location of the CPC and the exterior premises suit the operations of the CPC.

 

DISCUSSION

 

The OPS does not currently have a lease with the landlord and, prior to committing to any renovations, leasing discussions were opened with the new owner.  In negotiating a new lease, the owner proposed a two- year term to start January 1, 2011.   The OPS requested and received an option to renew at the end of the initial two years to allow the OPS additional flexibility.

 

Negotiations with the owner have now concluded and the owner has agreed to a rent-free “Gross Lease”, meaning that all operational costs, taxes and utilities are included in the rent.

FINANCIAL STATEMENT

 

The lease cost for the duration of the lease is $0 per month.

 

The 2011 Budget included annual operating costs of $5,500 to cover the cost of minor repairs and cleaning the premises on a regular basis. These costs are expected to increase by approximately 2% - 3% for 2012.

 

CONCLUSION

 

The current location of the CPC located at 2870 Cedarwood Avenue supports the delivery of community-based policing initiatives in the Ottawa South area.  The owner of the building has demonstrated a willingness to continue the partnership and is providing the space at no charge to the OPS.
