CENTRETOWN COMMUNITY POLICE CENTRE – LEASE APPROVAL |
That the Ottawa Police
Services Board approve a lease
extension for the Community Police Centre located at 393 Somerset Avenue West, for
a one-year period commencing 1 September 2011 to 31 August 2012, at a cost of
$60,764.
The Centretown Community Police Centre (CPC) located at 393 Somerset Avenue West occupies 2,421 square feet of space. The CPC has operated at this location since 1998, and is well accepted within the community with strong support from its volunteer base.
At one time, this location housed other OPS operational units which were relocated in 2011. Consequently, the premises at 393 Somerset have become too large for the operations of just the CPC. OPS staff has been working jointly with the City of Ottawa Real Estate Partnership and Development Office (REPDO) since September 2010 to find another suitable location for the Centretown CPC, without success. While the search continues, it is necessary to continue the operation of the CPC in the Centretown area.
DISCUSSION
The current lease expired on 31 August 2011. In accordance with the provisions of the lease agreement, the OPS has moved to a month-to-month lease arrangement. Negotiations with the landlord for a one- year extension expiring 31 August 2012 have now concluded, with the landlord agreeing not to increase the annual lease amount. The current lease is a “Net Lease” meaning that all operational costs, taxes and utilities are not included in the lease cost.

FINANCIAL STATEMENT
The monthly lease cost for 2012 of $5,064 is unchanged from 2011.
The monthly payments are as follows:
Rent $2,622.75
Operating Costs $1,362.19
Property Taxes $1,078.73
$5,063.67
The 2011 Budget included annual operating costs of $7,500 to cover the cost of minor repairs and cleaning the premises on a regular basis. These costs are expected to increase by approximately 2% - 3% for 2012.
CONCLUSION
The current location of the CPC located at 393 Somerset Avenue West supports the delivery of community-based policing initiatives in the Centretown area. The search continues for smaller premises in a suitable location in anticipation of the lease expiry in 2012.
