RIDEAU GOULBOURN COMMUNITY POLICE CENTRE – LEASE APPROVAL

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve a lease for the Community Police Centre located at 1131 Clapp Lane, Manotick, for a five-year period commencing 1 November 2011 to 31 October 2016, at a cost of $49,239 for the first year, with an annual increase of 6% in each subsequent year.

 

BACKGROUND

 

The Rideau-Goulbourn Community Police Centre (CPC) located at 1131 Clapp Lane, Manotick, occupies approximately 1,500 square feet of space.  The CPC has operated at this location since November 2003 and is well accepted within the community, with strong support from its volunteer base.  It serves residents in Rideau-Goulbourn (Ward 21). The current location has proven to be satisfactory in terms of both the location and the condition of the premises.

 

DISCUSSION

 

The current lease expires October 31, 2011 with no renewal option.  Negotiations with the landlord for a new lease have now concluded.

 

The proposed lease is for a five-year period, expiring 31 October 2016.  In negotiating a new lease, the OPS requested and received an early termination clause to permit the OPS flexibility in the event a proposed city complex facility is seen to be more suitable for locating the CPC.

 

CONSULTATION

 

The OPS inserted commentary articles regarding the location and lease renewal into local newspapers (the Manotick Messenger and EMC) on the 15th, 21st and 25th of July 2011. The public was invited to contact the OPS, however, no inquiries or comments were received.

 

The OPS has received support from Ward 21 Councillor Moffatt for the current location of the CPC.

 

 

FINANCIAL STATEMENT

 

The 2011 cost for the approximately 1,500 sq feet of space was $3,871/month.

 

The new lease calls an annual increase of 6% for each year of the lease term.  The annual lease cost is as follows:

 

Year 1             $49,239

Year 2             $52,193

Year 3             $55,325

Year 4             $58,644

Year 5             $62,163.

 

The lease is a “Gross Lease” meaning that all operational costs, taxes and utilities are included in the rent.  The 2011 Budget included annual operating costs of $7,500 to cover the cost of minor repairs and cleaning the premises on a regular basis. These costs are expected to increase by approximately 2% - 3% for 2012.

 

CONCLUSION

 

The current location of the CPC located at 1131 Clapp Lane supports the delivery of community-based policing initiatives in the Manotick area.   The approval of the lease will ensure the continuation of this service.
