LETTERS OF
COMMENDATION
Date Received: 12 July 2011
From: W.B. (Bill) Grodzinski Ontario
Provincial Police
OPS Member: Constable Tommy Jellinek
Excerpts from Letter: The Ontario Provincial Police held the
Standardized Field Sobriety Testing (SFST) Course form March 1 – 4, 2011 in
partnership with the Military Police at Canadian Forces Base – 8 Wing,
Trenton. Cst Jellinek was assigned as a
Course Instructor and as such was responsible for this course. As a direct
result of Cst Jellinek’s efforts, 28 front-line
officers from the OPP, Military Police, Ottawa Police Service, Belleville
Police Service, Kingston Police Service, and Tyendinaga Mohawk Police received
SFST training. The identification,
investigation, and prosecution of drug-impaired drivers is
a priority according to the National Drug Control Strategy. I would like to take this opportunity to
recognize this member and acknowledge his skills, to keep our roads and
citizens safe.

OPS Member: Constable Robert Kennedy
Excerpts from Letter: Cst Kennedy attended an accident in May 2011 and
demonstrated remarkable professionalism and tactfulness. He conducted himself in a calm and dignified
manner, offering quiet assurance that everything would work out. Cst Kennedy instructed me on the steps I
should take to contact my insurance company who would then control necessary
corrective action. He could not have
been more thoughtful or considerate. His
treatment of this shaken citizen was excellent.
Cst Kennedy is a fine asset to your police service.

Excerpts from Letter: I would like
to personally thank you for your help on Canada Day. Because of the great co-operation and

for all.

OPS Member: Constable Timothy Nolan
Excerpts from Letter: I am writing
you to thank you for the prompt and efficient service we recently received from
your department. Coming from an
extensive law enforcement background, I know that the quality and timelines of
leads regarding crimes committed can make all the difference in an
investigation. We have assisted law enforcement in recovering over 19,000
stolen computers. Often, the computers
are recovered with proceeds of criminal activity, including additional stolen
property, counterfeit money, narcotics, weapons, evidence of identity theft,
and arrests. One of our customers
reported a theft to the Ottawa Police Service.
Due to the forensic intelligence, our technology provided and the
investigative skills of Cst Nolan, this case was
successfully resolved with the recovery of the computer. Please pass on my compliments to Cst Nolan, whose investigative diligence and skills closed
this case. Our Theft Recovery Team looks
forward to working with your department again.

OPS Member: Constable Kari Colucci-Fraser
Excerpts from Letter: All I can say
to Cst Colucci-Fraser is thank you. However, these words are too simple to
express my sincere and heartfelt appreciation.
I strongly believe that Cst Colucci has saved
my daughter’s life. Her role as a School
Resources Officer has been vital in my daughter getting the help she
needs. Cst Colucci-Fraser has gone and
continues to go beyond the call of duty.
She has devoted a great deal of time and energy towards my daughter and myself to help her get back on track and our family back
intact. Her expertise and compassion
have been a source of comfort in a very dark period for us. Cst Colucci-Fraser remained in contact with
me frequently, giving me updates and offering moral support. When nobody gets it, this is huge as a parent
to know that I am not alone. That gave
me strength. Her role in my daughter’s
life has been so positive, my daughter looks up to
her. The Ottawa Service is also
fortunate to have such a quality individual representing their force and
playing such a crucial role in no doubt, so many lives. For this, I am forever grateful.

Excerpts from Letter: I would like
to take this opportunity to express my sincere appreciation and gratitude to
the Ottawa Police Service for the outstanding investigation they recently
conducted regarding the disappearance of one of our employees. The Ottawa Police Service was notified. The investigation that was ensued was
thorough, professional and analytical.
In partnership with the Kingston Police Service, the investigation
resulted in locating our employee safely.
The customer service exhibited by the members of the Ottawa Police
Service was exceptional. During the
stage of the investigation, the investigators kept me completely informed
(including late night emails and telephone updates). In particular, I would like to recognize Sgt
Lamothe, Sgt Gagnon and Cst Quesnel for their
assistance and dedication. Please except
my sincere thanks for your assistance.

From: Antoine
Babinsky, Assistant Commissioner, Royal Canadian
Mounted Police
OPS Members: Sergeant Mark MacMillan and Constable Leo Benvenuti
Excerpts from Letter: I would like
to take this opportunity to acknowledge the assistance provided by your Police
Service Dog Handlers, Sgt MacMillan and Cst Benvenuti during the Canada Day
celebrations on Parliament Hill coinciding with the Royal Visit of the Duke and
Duchess of Cambridge. Their assistance
to our National Response Team members and our Police Service Dog Handlers in
conducting preventative searches throughout the day of the Royal Couple’s visit
contributed in no small measure to the security at this major event. Please accept my sincere appreciation for the
excellent co-operation and hard work during the Canada Day events and the Royal
Visit. Sgt MacMillan and Cst Benvenuti exhibited excellent team spirit and
professionalism while deployed and are testaments to your police service.

From: Marie Lemay, Chief Executive Officer, National Capital Commission
OPS Members: Deputy Chief Charles Bordeleau,
Superintendent Jill Skinner and Staff Sergeant Dave Thomas
Excerpts from Letter:
On behalf of the National Capital Commission,
thank you for your generous contribution on the 2011 Canada Day
celebrations. Over 500,000 visitors and
residents gathered at our three official sites on Parliament Hill, at Major’s
Hill Park and Jacques-Cartier Park in Canada’s Capital Region to celebrate our
country’s 144th birthday.
We could not have
offered such a successful event without your support and collaboration. We extend our heartfelt thanks to Acting
Chief Bordeleau, Supt Skinner and S/Sgt Thomas.

From: Mike
Balfour, Director of Security, Fairmont Chateau Laurier
OPS Member: Constable Stephane Bujold
Excerpts from Letter: On behalf of
the Fairmont Chateau Laurier Hotel, I would like to thank you and your
organization for your professionalism shown yet again at the hotel. A commercial break and entry occurred which
resulted in a personal loss for 3 of our guests of the hotel. While in the month of July, a personal loss
of property occurring in the national capital area is nothing new, I would be
remiss if I did not mention the professionalism of Cst
Bujold. Please pass along my sincere
thanks for his efforts, which have led to resolution of this
matter in a timely fashion and has made an impact to the Fairmont
Chateau Laurier, and more importantly the 3 guests who suffered a loss while
visiting the nation’s capital.

OPS Member: Constable Michael Bellefeuille
Excerpts from Letter: I worked as a
volunteer at Bluesfest this year and was on shift when the main stage
collapsed. I am a former firefighter for
the city of Pickering and I am an active reservist with 18 years of
service. As I made my way to the back of
the stage with a ski patrol first aid responder in town, I came across Cst Bellefeuille at the back corner of the stage area and
mentioned that we have to get in there to see if there is anyone trapped. Without hesitation, Cst
Bellefeuille followed me into the structure and helped me conduct a search of
the back stage areas and stage wins areas.
We made our way past the crushed trailer that was closest to the stage
and searched a nearby forklift and golf cart that were both crushed by the
fallen structure. Cst Bellefeuille
stayed right with me as I searched voids under the back of the main stage and
made my way to the stage left wing. I
thank Cst Bellefeuille for his actions.

Excerpts from Letter: I wish to
thank Cst Koch.
I was involved in a minor traffic collision where the suspect fled the
scene. Cst Koch responded quickly and
treated me with the utmost professionalism.
