DATE 14 June 2011
TO/DEST. Chair and Members, Ottawa Police Services Board
FROM/EXP. Executive Director, Ottawa Police Services Board
SUBJECT/OBJET 2011 CANADIAN ASSOCIATION OF POLICE BOARDS’ ANNUAL CONFERENCE: REQUEST FOR SPONSORSHIP
That the Ottawa Police Services Board approve a sponsorship contribution of $1,000 to the Canadian Association of Police Boards (CAPB) for its 2011 Annual Conference being held in Regina, Saskatchewan from 17-20 August 2011.
BACKGROUND
Attached is a letter from Ivan Court, President, CAPB, dated 24 May 2011 inviting the Ottawa Police Services Board to sponsor the 2011 Annual Meeting and Conference of the CAPB being held in Regina, Saskatchewan, 17-20 August 2011.
There are several sponsorship opportunities available ranging from $250 up to $10,000, each having different benefits associated with it such as having your organization’s name appear in the conference program, on signage and in the final report. The Ottawa Police Services Board has traditionally been a strong supporter of the CAPB and its work, and has supported the annual conference with a contribution of $1,000 for the past several years.
The Board’s Discretionary Fund Policy GA-7 sets out four categories for priority funding, one of which is “Special Board Requirements” intended to provide flexibility to the Board to fund requests associated with Board-related events, such as the sponsorship of relevant conferences or special meeting requirements outside of normal budgetary provisions.
Consultation was not required as the Board has a policy that provides guidance in this matter.
There is approximately $2,300 remaining in the Board’s 2010 discretionary budget, leaving sufficient funds to cover this request as well as requests from other organizations anticipated this year.
The Canadian Association of Police Boards’ annual conference is one of the most important networking and educational opportunities for members of police services boards across the country. The Ottawa Police Board has been a strong supporter of the CAPB since 1995 when local police services in Ottawa were amalgamated. The ongoing strength of the CAPB to advocate on behalf of municipal police services boards and to deliver services of benefit to local boards is reliant on continued support from its member boards. Sponsoring the annual conference is a concrete way for the Ottawa Police Services Board to demonstrate its support for the work of the CAPB.
