RECOMMENDATION

That the Ottawa Police Services Board receive this report for information.

BACKGROUND

This report describes the background of the 2011 Cultural Wine & Food Show, event details, expenditures, event outcome and future planning.

Every year since 1993, the Ottawa Police Service has provided the Thomas G. Flanagan S.C. Scholarship Award as a means to assist visible minority women and Aboriginal women who have expressed an interest in a policing career.

The scholarship provides an annual monetary award, which is subsequently forwarded to an accredited educational institution in the name of the successful candidate who has met the compulsory criteria, and has been recommended by the selection committee in the given year.  The 2011 process began in September 2010 and the deadline for application was February 28, 2011.

In today’s economic climate, and in order to maintain the intent of the scholarship, it has become necessary to find ways to augment the initial endowment.  One such initiative is the Cultural Wine and Food Show

Event details

There were approximately 150 attendees at The Cultural Wine & Food Show.  Tickets were sold at a rate of $25 and six tables were sponsored at a rate of $500 each.  A silent auction was held concurrent to the event.  The silent auction was strongly supported by our local business community and partnering resource agencies.

Fifteen cultural related restaurants participated by donating samples of their foods.  Wine was provided by the Ottawa Police Association (Russell’s) Lounge.  Speakers included: Ottawa Police Service Deputy Chief Gilles Larochelle, Inspector Mike Flanagan, and last year’s scholarship recipient, Ms Nadia Mustapha.

Entertainment was provided by The Floyd Hutchinson Band and magician Cst. Edward Barry.

Promotional materials, including posters and tickets, were designed by the Ottawa Police Service Corporate Communications Section.

FINANCIAL STATEMENT

The 2011 Cultural Wine & Food Show successfully raised $5,783.10.  Event costs were absorbed either by sponsorship or with funds raised by the event, minimizing costs to the Ottawa Police Service.  Ottawa Police Service staff resources remain the most significant cost to the Service.

The following is a summary of expenditures:

Costs absorbed by funds raised at event:

Wine                                        $ 737.12

Future Cultural Wine & Food Shows

The Cultural Wine & Food Show will be held in February on a bi-annual basis in conjunction with Black History Month.  It will be jointly coordinated by the Thomas G. Flanagan Selection Committee and by the Ottawa Police Service Diversity & Race Relations Section.  Future events will again seek sponsorship to absorb related event costs and to enhance the financial basis of the scholarship fund.

CONCLUSION

The 2011 Cultural Wine & Food Show was successful in raising $5,783.10 to put towards the Scholarship Fund.  Funds raised will be forwarded to the endowment held by the Community Foundation of Ottawa.  The event has received significant positive feedback from attendees and from the family of the late Chief of Police, Thomas G. Flanagan, S.C. and will be repeated again in two years’ time.
