POLICE FACILITIES – ADEQUACY STANDARDS STATUS REPORT

That the Ottawa Police Services Board receive this report for information.
Pursuant to Section 6 of Board Policy #AI-001 – Framework for Business Planning, the Chief shall submit a report to the Board at least once every business cycle on various aspects pertaining to the adequacy of police facilities in accordance with Ontario Adequacy Standards Regulation 3/99.
In compliance with Section 6, this report provides the requested information with respect to the 2010-2012 business cycle.
DISCUSSION
Provincial Building and Fire Codes
All police facilities meet or exceed Provincial Building and Fire Codes. The City of Ottawa Public Works (CPW) branch maintains fire safety plans and reports.
Sufficiency of Office Space
With the occupancy of the Fairmont-leased property in December 2010, the commissioning of the new West Division Patrol facility in December 2009 and the approved realignment of Elgin (scheduled for completion in 2011), the OPS police facilities provide sufficient space for the efficient organization of offices and equipment. A report will be presented to the Board later this year which will identify a facilities plan to accommodate the organization’s growth over the next 15 years.
Adequacy of Heating, Ventilation, Lighting and Cooling
All police facilities are adequately heated, ventilated, illuminated and, where appropriate and practical, air conditioned, when in use.
Availability of Lockers and Change Areas
All police facilities have lockers, separate change areas and washroom facilities, and where appropriate and practical, shower facilities.
Appropriateness of Security Measures and Communications
All police facilities have appropriate security measures and communications. The City’s Integrated Security Management System (ISMS) has been fully implemented at all major police facilities. In addition, the OPS Building Security and Access Control Policy supports a safe and secure working environment for its members.
Storage Space
Members of the OPS have appropriate and secure working, records and equipment storage space available. Additional space for temporary records storage has been leased.
Interview Areas
Members of the OPS have separate or private areas available for interview purposes. The recently completed Video Capture Project has ensured the functionality of the audio/visual recording technology in those rooms as “state of the art”.
Cell Block Facilities
With respect to cell-block facilities, the following requirements have been met:
1. The minimum cell size is 7' x 4'6" x 7' high.
2. Fire extinguishers are secure and readily available in the cell-block area but out of reach of the person in custody.
3. Smoke and heat detectors are installed in the cell-block area.
4. Toilet facilities are provided in each cell-block.
5. No unsafe conditions exist, including means of attaching ligatures.
6. First aid equipment, including airway devices for mouth-to-mouth resuscitation, is readily available.
7. Cell-blocks are separate from public view.
8. Confidential interviews with legal counsel can be accommodated.
9. A proper area for prisoner processing is provided.
10. Cell keys are in a secure location and master or duplicate keys are readily available.
11. The area where prisoners are processed and/or searched is well illuminated, secure and has no hazardous conditions present.
12. The cell-block area is compliant with the OPS’ Policy and Procedures with respect to communicable diseases.
13. A means of constantly communicating with the main desk area and/or the Communications Centre is available.
Public consultation is not required.
There is no financial impact associated with this report.
CONCLUSION
OPS facilities comply with the standards set out in the Board’s policy and the Provincial Ministry Standard AI-001. A 15-year facility plan is under development to ensure that operational needs can be met over the coming years.
