RECOMMENDATION

 

That the Ottawa Police Services Board receives this report for information.

 

BACKGROUND

 

The Internal Audit function is an independent and objective assurance activity guided by a philosophy of adding value to improve the operations of the Ottawa Police Service (OPS).  Internal audits assist management in accomplishing its objectives by bringing a systematic and disciplined approach to evaluating and improving the effectiveness of OPS’ risk management, control and governance processes.

 

The 2011 Audit Plan has been developed using a consultative risk assessment approach, with considerations to legislated requirements established by the Ministry of Community Safety and Correctional Services Adequacy Standards and in consultation with the Board’s Finance and Audit Committee.

 

DISCUSSION

 

The following discussion points outline the activities in which the Quality Assurance Section is currently engaged, each of which impact the Internal Audit function.

 

I.       2010 Audit Plan – Activities in Progress

 

The Audit Team is currently engaged in audits of the Evidence Control Section, Firearms, and the Drug Destruction Process.  These audits were included in the 2010 Audit Plan and will be completed by Q3, 2011.


 

II.    2011 Audit Plan

 

The 2011 Audit Plan complies with the Chief’s reporting requirements outlined in the following:

a.       Chief’s Monitoring Requirements, Board Policy BC2;

b.      Board Audit Requirements, Board Policy CR-9;

c.       Adequacy Standard LE-020 on Collection, Preservation and Control of Evidence and Property Audit; and,

d.      Board Policy on LE-020 on Collection, Preservation and Control of Evidence and Property.

 

The 2011 performance objectives for the Quality Assurance Section will be to perform the following audits:

a.       Evidence Control Section (general);

b.      Drugs (seized, recovered, and found); and,

c.       Training requirements (Value for Money audit)

 

The Quality Assurance Section will also provide consultation on process re-design of

the Background Investigations Process.

 

In addition to the 2011 Audit Plan, the Quality Assurance Section is engaged in the following activities that will assist the organization in overall risk mitigation.

 

III.  Risk Management

 

Quality Assurance is in the process of developing a consistent risk management framework.  This framework is intended to identify, assess, evaluate, mitigate, and monitor risks across the organization.  

 

IV.  Divisional Quality Assurance

 

The Divisional Quality Assurance (DQA) Program is a comprehensive risk-based, self-assessment process designed to identify areas of improvement and good practices at the Divisional level. Through, a simple approach incorporating templates and questionnaires, the Division will be able to assess its compliance to Adequacy Standards, policies, standard operating procedures, and General Orders. The Quality Assurance Section is responsible for the overall faciliation of DQA activities, coordinating linkages to planning processes, tracking of risk trends and monitoring of recommendations.  An incremental roll out of the program began with the Freedom of Information section in the latter part of 2010.

 

V.    Professional Accountability and Corporate Excellence (PACE) 

V.

PACE is an inter-disciplinary decision-making group that supports Ottawa Police Service operations by ensuring a proactive and coordinated response to risk management and quality assurance practices by:

 

a.       identifying and prioritizing operational issues that need to be addressed;

b.      directing and coordinating operational changes on an organization-wide basis; monitoring and evaluating responses to recommendations and issues.


FINANCIAL

 

Subject to potential outcomes from audit recommendations, there are no financial implications forecasted for the 2011 Audit Plan.

 

CONCLUSION

 

The 2011 Audit plan will focus on regulatory and legislative compliance, as well as process improvement opportunities, increasing the level of service excellence provided to members of the community.

 

On 13 May 2011, the Finance and Audit Committee reviewed and endorsed the 2011 Audit Plan.  This report is being forwarded to the Board as information.
