SENIOR OFFICERS’ ASSIGNMENT QUARTERLY UPDATE

 

 

RECOMMENDATION

 

That the Ottawa Police Services Board receive this report for information.

 

 

BACKGROUND

 

The Board has requested quarterly updates on the assignment of Senior Officers within the Ottawa Police Service.

 

 

DISCUSSION

 

Annex A outlines the various Directorates to which the Senior Officers are assigned, as of March 9, 2011.  The staffing activity at this level in the organization has a critical impact on the membership.  Specifically, the members see the potential for growth and movement while simultaneously being aware of the importance of our leadership paradigm to maintaining service provision at levels expected by the Board, the membership and the community we serve. 

 

With five (5) individuals currently in acting assignments and one Officer seconded from the RCMP into an OPS role, the Board will find evidence of members continuing to be assigned in order to ensure continuous support for operations.  With a keen eye on balancing our objective of key leadership positions being filled, the opportunity for acting assignments also facilitates our goal of supporting developmental opportunities for our members.  There is one vacancy at the Inspector level, which will be filled in an upcoming round of promotions. 

 

The format of the report was revised this Quarter to make it easier to use.   As well, it now reflects the workforce management terms and style used in internal documents. 


 

 

CONCLUSION

 

This report identifies the substantive positions to which civilian senior staff and sworn Senior Officers are assigned.  Secondments and assignments are also captured in the data to provide a complete picture of the range of functions undertaken by this group.  The report also provides the Board with an understanding of the number of staffing changes that typically occur at this level.   The Board should be reassured that the staffing decisions impacting the assignment of Senior Officers are made with due consideration of the need for consistency in leadership wherever possible and minimizing any potential impacts to staff and service provision levels.
