RECOMMENDATION

 

That the Ottawa Police Services Board approve:

 

1.                  The appointment of 10 experienced officers hired in Q4, in accordance with Section 31(1)(a) of the Police Services Act.

 

2.                  The appointment of 10 new recruit sworn officers who successfully completed the required Ontario Police College training in Q4, in accordance with Section 31(1)(a) of the Police Services Act.

 
BACKGROUND

 

Section 31(1) of the Police Services Act sets out the Board’s responsibilities with respect to the provision of adequate and effective police services in the municipality.  Under Section 31(1) (a), the Board is responsible for the appointment of sworn members of the municipal police force.

 

The Board has also requested information on a quarterly basis that would capture key elements of the Ottawa Police Service (OPS) workforce activities including hiring, retirements, resignations and promotions.

 

The purpose of this report is to:

 

1.                  Identify all new members and fulfill the Board’s obligation to approve all appointments of new members;

 

2.                  Summarize hiring goals for 2010 including assumptions related to retirements and resignations;

 

3.                  Summarize the actual hiring requirements for 2010; and

 

4.                  Provide the Board with an overview of workforce management activities that have occurred in Q4 2010, including: sworn officer recruitment, hiring of civilian employees, retirements and resignations, as well as sworn officer and civilian member promotions.

 

Information provided in this report includes names and ranks of personnel as governed by the Municipal Freedom of Information and Protection of Privacy Act.

 

DISCUSSION

 

2010 Sworn Officer Hiring Requirements

 

The forecast of sworn officer hiring requirements for the year is developed annually.  It is built around an estimated number of officers that must be hired to fill both new and existing vacant positions. 

 

In developing a hiring plan, three key factors are considered:

 

1.                  A new recruit takes nine (9) months, on average, to become deployable;

 

2.                  The Ontario Police College only holds three (3) training sessions per year for new recruits with limited space in each class; and,

 

3.                  Retirements tend to occur at the beginning of each new fiscal year.

 

Table 1 below summarizes the 2010 sworn officer hiring requirements.  A total of 54 officers were needed to meet the forecasted requirements. 

 

 

In Q4, there were a total of two (2) retirements, one (1) resignation, six (6) new secondments, one (1) returning secondment and one (1) “other” vacancy.  Including Q4 activities, staffing requirements for 2010 were actually a total of 39 officers compared to the forecast of 54.  This result means there is a surplus of staffing in Q4 compared to budgeted complement. 

 

These 21 additional officers (6 planned, 15 unplanned) will allow us to meet our anticipated vacancies for Q1/Q2 of 2011.  This increase will enable OPS to have a sufficient number of road-ready officers to meet the operational demands in 2011.  Annex A to this report lists the names and ranks of the sworn officers who left the employment of OPS in 2010 Q4 due to retirement.

 

2010 Q4 Sworn Officer Hiring Plan

 

A total of 54 people were hired to meet the 2010 forecasted staffing requirements. Of that total, 44 were new recruits and 10 were direct entries.  Table 2 below summarizes the 2010 hiring activities as they occurred throughout the year.  Annex B to this report lists the names of the members hired through Recruit Intake 3 – August 2010 and Experienced Officer Intake 4 – November 2010.

2010 Q4 Sworn Officer Promotions

 

Sworn officer promotions in OPS are generally made on a quarterly basis, taking into account the number of vacancies arising through attrition.  There were no sworn promotions in Q4.

 

2010 Civilian Staffing Plan for Vacant and New Positions

 

Civilian staffing actions are driven each year by many of the same factors that influence sworn officer hiring, but the volume and timing can be somewhat more difficult to predict.  As shown in Table 4, the 2010 plan forecasted staffing for a total of 182 civilians.  This number has two components:  1) 78 vacant positions:  40 new SGI positions, 18 existing vacant positions, and 20 forecasted retirements and resignations; and 2) the subsequent staffing that will occur to backfill positions that become vacant as a result of internal candidates successfully competing for the 78 vacant positions.  Based on historical data, staff have predicted that two-thirds of the 78 positions, or 54, will be filled by internal candidates (which will create vacant positions and the subsequent need to hire another 54 civilians to backfill them).  This backfilling cycle was expected to repeat a second time in 2010.

2010 Q4 Civilian Member Staffing Activities

 

A total of 87 staffing actions occurred in 2010, compared to the beginning-of-the-year estimate of 182.  There are still some SGI positions (12) to be staffed.  Internal back-filling has had a lower impact than expected; a total of 104 staffing actions were expected and, to date, only 25 have emerged.

 

Annex C to this report lists the names and positions held by the three (3) permanent civilian members who left the employment of OPS in 2010 Q4.

2010 Q4 Civilian Promotions

 

Civilian promotion opportunities are created as a result of attrition and growth and filled through a competition process.  Annex E to this report list the name of the three (3) permanent civilian members who were promoted as members of OPS in 2010 Q4.

This report outlines the 2010 OPS Sworn and Civilian hiring forecasts; sets out the actual hiring requirements for 2010; and summarizes the activities that have occurred in the fourth quarter to fulfill the goals of the plans.  In addition, this report provides an overview of other workforce management activities including sworn and civilian employee retirements, resignations, and promotions.
