APPOINTMENT OF SPECIAL CONSTABLES –

CARLETON UNIVERSITY

 

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve the appointment of Allan Burns, Mark Hargreaves, Christopher Moy, Brittany O’Connor and Devon Reeves as Special Constables with Carleton University, pursuant to Section 53(3) of the Police Services Act, in accordance with the terms and conditions set forth in the attached Approval of Appointment form.

 

BACKGROUND

 

The Ottawa Police Service and Carleton University have been working in partnership under a Memorandum of Understanding (MOU) since 27 May 1996.  That MOU replaced an agreement between the then Ottawa Police Force and Carleton University, dating back to the early 1990s.  The MOU is an agreement setting out the parameters of Carleton University’s Officers as designated Special Constables empowered to enforce the Criminal Code, Ontario Statutes and Municipal By-Laws.  The underlying philosophy is that such enforcement will be done in cooperation with the Ottawa Police Service, and in compliance with the policing needs of Carleton University campus, as may be determined by the Chief of Police and the Police Services Board.

 

Special Constable designations are authorized by the Board and approved by the Ministry of Community Safety and Correctional Services for a maximum of a five-year term.  Allan Burns, Mark Hargreaves, Christopher Moy, Brittany O’Connor and Devon Reeves are new employees of the Carleton University Campus Security Program and the University is seeking approval for Special Constable designations for each of them.

 

DISCUSSION

 

Subject to Board approval the Ministry of Community Safety and Correctional Services has indicated a willingness to have Mr. Burns, Mr. Hargreaves, Mr. Moy, Ms. O’Connor and Mr. Reeves appointed as Special Constables.

 

Pursuant to Section 53 of the Police Services Act, upon receipt of the Board appointments, the employees will be required to undertake Oaths of Office and Secrecy to be administered by the Chief of Police.

CONCLUSION

 

The appointment of Special Constable status is required in order for employees working as Campus Safety Officers (Special Constables) to provide security to Carleton University and undertake the full duties/responsibilities assigned to them as Special Constables (as per an agreement with the Police Services Board).   By approving these appointments, the Board will enable these new employees to fulfill their roles in support of the MOU with the Ottawa Police Service.
