WORKFORCE MANAGEMENT REPORT – THIRD QUARTER 2009

 

 

RECOMMENDATIONS

 

That the Ottawa Police Services Board approve:

 

1.      The appointment of 22 experienced sworn officers hired in Q3, in accordance with Section 31(1)(a) of the Police Services Act.

 

2.      The appointment of 24 new recruit sworn officers who successfully completed the required Ontario Police College training in Q3, in accordance with Section 31(1)(a) of the Police Services Act.

 

BACKGROUND

 

Section 31(1) of the Police Services Act sets out the Board’s responsibilities with respect to the provision of adequate and effective police service in the municipality.  Under Section 31(1)(a), the Board is responsible for the appointment of sworn members of the municipal police force.

 

The Board has also requested information on a quarterly basis that would capture key elements of the Ottawa Police Service (OPS) workforce activities including hiring, retirements, resignations and promotions.

 

The purpose of this report is to:

 

1.                  Identify all new members and fulfill the Board’s obligation to approve all appointments of new members;

 

2.                  Summarize hiring goals for the year including assumptions related to retirements and resignations;

 

3.                  Set out the actual hiring requirements for 2009; and

 

4.                  Provide the Board with an overview of workforce management activities that have occurred in 2009 Q3, including: sworn officer recruitment, hiring of civilian employees, retirements and resignations, as well as sworn officer and civilian member promotions.

 

Information provided in this report includes names and ranks of personnel as governed by the Municipal Freedom of Information and Protection of Privacy Act.

 

DISCUSSION

 

2009 Sworn Officer Hiring Requirements

 

Each year the OPS develops the forecast of Sworn Officer hiring requirements for the year.  It is built around a forecasted number of officers that need to be hired to fill both new and existing vacant positions.  The 2009 Hiring Forecast was formulated around a requirement for 109 sworn officers, as shown in Table 1 below.

 

A total of 44 officers were identified and approved as required for the 41 new positions in 2009 (3 positions were created as modified job share in 2008 as shown below):

 

a)      SGI 2013 – 30 officers;

b)      UN peacekeeping (policing) secondments – 10 officers;

c)      Airport complement increase – 2 officers;

d)      Operational backfill requirements – 1 officer;

e)      Modified job share program – 6 officers will fill 3 FTEs. (created from 2008 SGI positions);

f)        Returning secondments – (-2) officers.

 

A total of 65 officers were identified and approved as required for forecasted staffing changes in 2009:

 

a)                  2008 Complement shortfall carry-over – 21 officers;

b)                  Projected retirement vacancies – 35 officers;

c)                  Projected resignation vacancies – 10 officers;

d)                  LOA vacancies – 0 officers;

e)                  LOA return to work – (-1) officer.

 

In general the 2009 requirement for sworn officer hiring has proven to be an accurate estimate.  The Third Quarter data shows that the OPS will need 109 officers to meet its hiring requirements.  Though the original requirement for 10 additional officers for UN Missions has not been required due to changes to the RCMP operational mandate, this impact has been offset by an increase in the number of officers seconded and replaced through operational backfill.  All other elements of the plan are operating as forecast.

 

Annex A to this report lists the names and rank of the 7 sworn officers who left the employment of the OPS in 2009 Q3.

The OPS hires both new recruits and experienced officers from other police services to meet staffing requirements.  A total of 115 will be hired in 2009 to meet the 2009 requirement for 109 officers.  As Table 2 demonstrates, 61 recruit officers were hired in 2009 over three Ontario Police College intakes.  A total of 54 experienced officers are also a component of the plan this year and will be hired in four 2009 Professional Development Centre intakes.

 

Hiring objectives for the December 2008 Recruit class and the May 2009 Experienced Officer class were not met.  As a result, Intake 3 was increased for both the new recruit and experienced officer streams.  As well, Intake 4 was added to recruit 15 additional experienced sworn officers.

 

Annex B to this report lists the names of the experienced officers hired in Q3 (Intake 3) September 2009 and Recruit Intake 2 – April 2009.

Sworn officer promotions in the OPS are generally made on a quarterly basis, taking into account the number of vacancies arising through attrition as detailed in Table 4.  Annex C lists the name of the sworn employees promoted in Q3.

2009 Civilian Hiring Plan For Vacant and New Positions

 

Civilian hiring is driven each year by many of the same factors that influence sworn officer hiring, but the volume and timing can be more difficult to predict.  The plan for 2009 identified a total of 60 vacant positions and was developed taking into consideration the need to fill 15 new SGI positions, 20 existing vacant positions that will result from retirements and resignations, and 25 vacancies open to external competitions, as shown in Table 5 below.

 

Due to the length of the selection process in the Communication Centre, a higher number of vacancies were open to external competition to fill long-standing vacancies.

 

Annex D to this report lists the name and position held by the 2 permanent civilian members who retired from the OPS in 2009 Q3.  There were no permanent civilian resignations.
