TO:

Executive Director, Ottawa Police Services Board

FROM:

Inspector, Resourcing and Development, Ottawa Police Service

SUBJECT:

APPOINTMENT OF SPECIAL CONSTABLES –

OTTAWA POLICE SERVICE - RENEWAL

RECOMMENDATION

That the Ottawa Police Services Board approve the renewal appointments of Gabriele Alden, Henric Alfredsson, and Roger Hustins as Special Constables with the Ottawa Police Service pursuant to Section 53 of the Police Services Act in accordance with the terms and conditions set forth in the attached Approval of Appointment forms.

BACKGROUND

Special Constables Gabriele Alden, Henric Alfredsson and Rogers Hustins are employees of the Ottawa Police Service who are assigned to the Court Security and Temporary Custody Section.  Their responsibilities include the transportation and custody of prisoners being moved between detention facilities and other locations such as courts; providing security at premises or places occupied or utilized as courts; maintaining security at the courthouse, cellblock, and other Ottawa Police Service detention facilities.

DISCUSSION

In accordance with the standards of the Ministry of Community Safety and Correctional Services, appointments of Special Constables expire every five years and are then subject to a process of renewal application to the Ministry and approval of that renewal by the Police Services Board.  As the functions of these three employees, who are all members in good standing, continue in accordance with the duties and responsibilities approved by the Board in their initial appointments, approval for a renewal appointment term of five years, under the authority of Section 53 of the Police Services Act, is recommended.

Following Ministry approval of the renewal applications and the Board approval of those applications the employees will once again be required to undertake the Oath of Office for the Ottawa Police Service.
