RECOMMENDATION

 

That the Ottawa Police Services Board:

 

1.      Approve the appointment of the 20 direct entry sworn officers hired in Q4, in accordance with Section 31(1)(a) of the Police Services Act.

 

2.      Approve the appointment of 20 new recruit sworn officers who successfully completed the required Ontario Police College training in Q4 of 2008, in accordance with Section 31(1)(a) of the Police Services Act.

 

BACKGROUND

 

Section 31(1) of the Police Services Act sets out the Board’s responsibilities with respect to the provision of adequate and effective police service in the municipality.  Under Section 31(1)(a), the Board is responsible for the appointment of sworn members of the municipal police force.

 

The Board has also requested information on a quarterly basis that would capture key elements of the Ottawa Police Service (OPS) workforce activities including hiring, retirements, resignations and promotions.

 

The purpose of this report is to:

 

  1. Identify all new members and fulfill the Board’s obligation to approve all appointments of new members;

 

  1. Summarize hiring goals for the year including assumptions related to retirements and resignations;

 

  1. Set out the actual hiring requirements for 2008; and

 

  1. Provide the Board with an overview of workforce management activities that have occurred throughout the year, including: sworn officer recruitment, hiring of civilian employees, retirements and resignations, as well as sworn officer and civilian member promotions.

 

Information provided in this report includes names and ranks of personnel as governed by the Municipal Freedom of Information and Protection of Privacy Act.

 

DISCUSSION

 

2008 Sworn Officer Hiring Plan

 

Each year, the Service develops a Sworn Officer Hiring Plan.  It is built around the number of officers that need to be hired to fill both new and existing vacant positions.  The 2008 Hiring Plan was formulated around a requirement for 82 sworn officers, as shown in Table 1 below.

 

A total of 55 officers were identified and approved as required for new positions in 2008:

 

a)      SGI 2013 – 30 officers;

b)      UN Peacekeeping (Policing) Secondments – 12 officers;

c)      RCMP General Duty Protective Policing (GDPP) Secondments – 10 officers;

d)      Operational Backfill Requirements – 3 officers.

 

The remaining 27 officers were needed to replace the members who were expected to retire or resign in 2008.  The surplus of 8 officers from 2007 was also eliminated.

Actual Requirements to End of Q4

 

The actual complement data for 2008 shows that the assumptions used in the Sworn Officer Hiring Plan underestimated a number of requirements.  OPS actually needed to hire a total of 99 sworn officers to completely fill its vacancies.  This number is 17 higher than the plan of 82.

 

Table 1 shows the areas in which the differences occurred.  Retirements were higher than expected (11 officers); there were more resignations than planned (3 officers); additional secondments were approved (5 officers); and, one less officer was sent on Peacekeeping Duty.  Annex A to this report lists the names and ranks of the 47 sworn officers who left the employment of the Ottawa Police Service in 2008.

 

2008 Civilian Hiring Plan

 

Civilian hiring is driven each year by many of the same factors that influence sworn officer hiring, but the volume and timing can be more difficult to predict.  The plan for 2008 identified a total of 25 vacant positions and was developed taking into consideration the need to fill both the 5 new SGI positions as well as the 20 existing vacant positions that will result from retirements and resignations, as shown in Table 2 below.

Actual Requirements to End of Q4

 

The actual complement data for 2008 shows that the assumptions used in the Civilian Hiring Plan underestimated a number of requirements.  OPS actually needed to hire a total of 44 civilians to completely fill its vacancies.  This number is 19 higher than the plan of 25.

 

Table 1 shows the areas in which the differences occurred.  SGI staffing is still underway (3 members), retirements were lower than expected (1 member), there were fewer resignations than planned (4 members) and a significant number of vacancies were open to external competition (27 members).  Annex B to this report lists the names and positions held by the 15 permanent civilian members who left the employment of the Ottawa Police Service in 2008.

 

2008 Sworn Officer Hiring Activities

 

Table 3 summarizes hiring activities for 2008.  In total 78 sworn officers were hired:  41 recruit officers over three Ontario Police College intakes and 37 direct entry officers – experienced officers from other police services who want to leave their employer and join the OPS – over two Professional Development Centre intakes.  Annex C to this report lists the names of the 78 sworn officer recruits and direct entry officers hired in 2008.

At the year-end level of 78, hiring activities for 2008 did not meet the planned number of 82, creating a staffing shortfall.  This result is compounded by the higher than expected demand for hiring of 99 members.  When these two results are combined, the Service finished the year under complement by 21 members.

 

Staff maximized recruiting efforts during the year as it became clear that hiring requirements were climbing.  However, the changeover in personnel in the Resourcing and Outreach Recruitment sections hampered recruiting efforts in 2008.  There is a more limited recruit candidate pool to draw on right now.  Staff are developing a 2009 plan that will address these issues while balancing the principles of the Employer of Choice for All Program.

 

2008 Civilian Member Hiring Activities

 

Annex D lists the name of the 44 permanent civilian employees hired in 2008 to address attrition requirements.

 

Meeting Outreach Recruitment Objectives

 

Table 4 provides demographic highlights of the employees that OPS has hired these past two Quarters.  With respect to sworn officers, 65 percent of the August class of new recruits are multilingual: 5 members are from a visible minority community and 1 member is a representative of the GLBT community.  The average age is 28.  A total of 45 percent of the October class of direct entry officers are multilingual.  The average age is 33.  Of the 40 officers hired, 11 are women, or just over 25 percent.  More than half speak both English and French.  The percentage of members holding college diplomas and university degrees is very high.

 

A total of 26 new civilian members were hired over the last two quarters.  More than 65 percent were women and the average age of members was 32.

Sworn Officer promotions in the Ottawa Police Service are generally made on a quarterly basis, taking into account the number of vacancies arising through attrition as detailed in Table 5.  Annex E lists the names of the sworn employees promoted in 2008.

Civilian promotion opportunities are created as a result of attrition and growth.  They are filled through a competition process.  Annex F to this report lists the names of the 13 permanent civilian members who were promoted as members of the Ottawa Police Service in 2008.

CONCLUSION

 

This report outlines the 2008 OPS Sworn and Civilian Hiring Plan, sets out the actual hiring requirements for 2008 and summarizes the activities that have occurred in the Fourth Quarter to fulfill the goals of the Plans.  In addition, this report provides an overview of other workforce management activities including sworn and civilian employee retirements, resignations and promotions.  The Service ended the year under complement by 21 members.  Hiring requirements increased throughout the year, primarily as a result of retirements and resignations, and recruiting activities could not keep pace.
