RECOMMENDATION

 

That the Ottawa Police Services Board:

 

1.      Approve the appointment of 14 sworn employees hired 10 December 2007 and 6 sworn employees hired 14 April 2008, in accordance with Section 31(1)(a) of the Police Services Act.

 

2.      Receive the second quarter Workforce Management Report for information.

 

BACKGROUND

 

Section 31(1) of the Police Services Act sets out the Board’s responsibilities with respect to the provision of adequate and effective police service in the municipality.  Under Section 31(1)(a), the Board is responsible for the appointment of members of the municipal police force.  The Board has also requested information on a quarterly basis that would capture aspects of the Ottawa Police Service (OPS) workforce activities including hiring, retirements, resignations and promotions.

 

The purpose of this report is to:

  1. Fulfill the Board’s obligation with respect to the approval of all appointments of new members in accordance with the Police Services Act;
  2. Provide a status update of goals for hiring and outline the assumptions with respect to retirements and resignations for the year; and,
  3. Update the Board on workforce management by outlining activities that have occurred in the second quarter, including sworn and civilian employee hiring, retirements and resignations and sworn officer promotions that have occurred year-to-date.

 

Information provided in this report includes names and ranks of personnel as governed by the Municipal Freedom of Information and Protection of Privacy Act.

 

 


DISCUSSION

 

2008 Sworn Officer Hiring Plan for Vacant Positions

 

Each year, the Service develops a Sworn Officer Hiring Plan.  It is built around the number of officers that need to be hired to fill both new and existing vacant positions.  The 2008 Hiring Plan is formulated around a requirement for 81 sworn officers, as shown in Table 1 below.

 

A total of 54 officers are required for new positions approved in 2008:

a)      SGI 2013 – 30 officers;

b)      UN Peacekeeping (Policing) Secondments – 10 officers;

c)      RCMP General Duty Protective Policing (GDPP) Secondments – 10 officers;

d)      Operational Backfill Requirements – 4 officers.

 

The remaining 27 officers will replace the members who are expected to retire or resign this year.  The surplus of 8 officers from 2007 will also be eliminated.

2008 Sworn Officer - Retirement and Resignation

 

To the end of the second quarter in 2008, the OPS experienced 27 retirements and 6 resignations for a total of 33.  Annex A to this report lists the names and ranks of the 33 sworn officers who left the employment of the Ottawa Police Service in 2008 to the end of Q2.

 

The requirements for the 2008 hiring of sworn officers continue to be monitored, taking into consideration the estimated number of retirements and resignations and any new positions approved in the 2008 budget for SGI 2013.  The capacity of the Ottawa Police Service to effectively recruit and train sworn hires are also factors in determining any revisions to the 2008 hiring plan.

 

2008 Civilian Hiring Plan for Vacant Positions

 

Civilian hiring is driven each year by many of the same factors that influence sworn officer hiring, but the volume and timing can be more difficult to predict.  The plan for 2008 identifies a total of 25 vacant positions and was developed taking into consideration the need to fill both the 5 new SGI positions as well as the 20 existing vacant positions that will result from retirements and resignations, as shown in Table 2 below.

2008 Civilian Retirements and Resignations

 

To the end of the second quarter, the OPS has experienced 3 civilian retirements and 1 resignation for a total of 4 people.  Civilian hiring is conducted as attrition and growth occurs to fill the existing vacant positions.  This ensures there will not be a year-end surplus of civilian hires.  Annex B to this report lists the names and positions held by the 4 permanent civilian members who left the employment of the Ottawa Police Service in 2008 to the end of Q2.

 

Q2 2008 Sworn Officer Hiring Activities

 

The Service relies on a strategy of primarily hiring recruit officers to meet staffing requirements.  As Table 3 demonstrates, 47 recruit officers will be hired in 2008 over three Ontario Police College intakes.  The recruitment of 34 direct entry officers – experienced officers from other police services who want to leave their employer and join the OPS – are also a component of the plan this year and will be hired in 2008 over two Professional Development Centre intakes.

Hiring activities are proceeding according to the Plan.  Annex C to this report lists the names of the 38 sworn officer recruits and direct entries hired in 2008 to the end of Q2.

 

Q2 2008 Civilian Member Hiring Activities

 

Annex D lists the name of the 17 permanent civilian employees hired in 2008 to the end of Q2 to address attrition requirements.

 

Meeting Outreach Recruitment Objectives

 

Multilingual recruits accounted for 67 percent of Intake 2 – April 2008.  Of this intake, 1 member is from a visible minority community and 1 member is a representative of the GLBT community.

 

Multilingual direct entry hires accounted for 70 percent of Intake 1 – May 2008.  This direct entry class covers a multitude of cultures and ethnic diversity with origins or family ties from many countries and regions outside of Canada, including: Afghanistan, China, Denmark, and Germany.  In addition to both official languages, members in this recruit class speak 6 other languages.

 

This inclusive and demographically diverse class of recruits demonstrates that the Outreach Recruitment Team is an initiative that will assist OPS to become the Employer of Choice for All in policing.  Table 4 provides a demographic overview of the new OPS employees in the second quarter.

 

During Q2 2008 the Outreach Recruitment Team participated in various community oriented events to advance their mandate of hiring to reflect the community and to become the "Police Employer Of Choice".

 

A sample of the events include:

 

·        Three Outreach Recruitment Information Sessions (including one "women only" session) in partnership with our law enforcement partner agencies, including the RCMP, OPP, Canada Border Services Agency and CSIS, held at Ben Franklin Place at Centrepointe, attracting on average between seventy-five and one hundred interested participants each evening.

·        The inaugural quarterly full day Constable Selection System maintenance training for all thirty-five OPS Essential Competency Interviewers and fifteen Background Investigators.

·        Selection of fifteen student candidates to participate in the 2008 OPS Youth in Policing Initiative (Y.I.P.I.) jointly funded by the OPS and the Ontario Ministry of Children and Youth Services.  Participating students are representative of various ethnic and socio - economic communities within the City of Ottawa.

·        Recruitment displays set up and staffed for three days each at two major First Nation celebrations, the Maniwaki Pow Wow and the Odowa Pow Wow held on Corkstown Rd. in the west end of Ottawa.

·        Members of the OPS Outreach Recruitment Team attended twenty-six other various community events representative of Ottawa’s multicultural fabric.

Future reports will link this data to the 2005 OPS Workforce Census results as a means of providing a base line to compare our progress against the current organizational makeup as well as the general census statistics for the City of Ottawa or the Ontario portion of Ottawa-Hull, where available.

 

Q2 2008 Sworn Officer Promotions

 

Sworn Officer promotions in the Ottawa Police Service are generally made on a quarterly basis, taking into account the number of vacancies arising through attrition as detailed in Table 5.  Annex E lists the names of the employees promoted in 2008 to the end of Q2.

This report outlines the 2008 OPS Sworn and Civilian Hiring Plan and summarizes the activities that have occurred in the second quarter to fulfill the goals of the plan.  The Plan has ensured that the surplus of 8 sworn staff members that existed at year-end has been eliminated.  In addition, this report provides an overview of other workforce management activities including sworn and civilian employee retirements, resignations and promotions.
