RECOMMENDATION

 

That the Ottawa Police Services Board approve an extension to the current Towing Contracts with Ottawa Metro Towing, Gervais Towing and Metro Towing and Recovery Group for an additional two years from 01 May 2008 to 30 April 2010 as outlined in RFP No. 02005-96890-P01.

 

BACKGROUND

 

The OPS uses tow firm services when members of the public request that the police have a vehicle removed, when vehicles are impounded for investigative purposes or when vehicles obstructing the flow of traffic must be removed for safety reasons.

 

The intent of having towing agreements is to avoid or reduce confusion associated with multiple responses to scenes by non-contracted tow firms and as well to provide the community with safe, effective and timely vehicle removal services at a reasonable cost.

 

In April 2005, the Ottawa Police Service (OPS) with the assistance of the City of Ottawa Supply Management developed a Request for Proposal (RFP) and an evaluation process to determine the recommended tow companies and the respective tow zones.

 

An evaluation team comprised of staff from the OPS and the City of Ottawa reviewed and scored each of the proposals received and conducted tours of the towing offices, compounds and their fleets.  Based on the evaluation, three individual contracts for each of the three zones were awarded to the firms providing best overall value to the OPS in terms of service and cost, in compliance of the RFP. 

 

On 30 May 2005, the Ottawa Police Services Board awarded the contract under Request for Proposal RFP No. 02005-96890-P01 for the provisions of towing services in the City of Ottawa for the period of 01 June 2005 to 30 April 2008.  The selected companies are:

 

East Zone                     Ottawa Metro Towing

Central Zone                Gervais Towing

West Zone                   Metro Towing and Recovery Group

 

DISCUSSION

 

An additional two-year extension may be exercised upon the mutual agreement of all parties in the event that the services continue to be required by the OPS, and that the scope of the requirement remains unchanged.  In order to be considered for an extension, services provided by the contracted towing firm during the initial contract term must have been acceptable to the OPS, in the sole opinion of the OPS.  Also, the rates, terms and conditions to apply for the extended period must be acceptable to the OPS.

 

As of 26 March 2008, all 3 towing companies have accepted the two-year extension and the OPS is of the opinion that all towing services have been acceptable during the length of the initial contract period.

 

FINANCIAL STATEMENT

 

Service providers have indicated that they will be exercising their option as per the contract to increase their fees by 1.8%, in keeping with the rise of the Consumer Price Index as published by Statistics Canada.  The attachment to this report gives details of the current and new rates.

 

CONCLUSION

 

The two-year extension of this contract meets the needs of the OPS with regards to towing services.
