APPOINTMENT OF
SPECIAL CONSTABLE – OC TRANSPO |
RECOMMENDATION
Pursuant
to Section 53 of the Police Services Act, the Police Services Board
appoints Special Constables upon approval by the Ministry of Community Safety
and Correctional Services for a period of six months (31 July 2008), or until
the appointee is no longer in the employ of OC Transpo. Upon termination of their employment, the
OPS advises the Ministry to terminate the appointment. The appointment is for a period of six
months because the OC Transpo Special Constable program is an 18-month pilot
project, ending at the end of July 2008.
Once an evaluation is done on the program, a report will be brought to
the Board on whether to make the program permanent.
As
per an agreement reached on 18 December 2006 between the Ottawa Police Services
Board and City of Ottawa Transit Services, these appointments are for the
purpose of enforcing the Criminal Code of Canada, Ontario Statutes and
Municipal By-Laws. This is done in
co-operation with the Ottawa Police Service and the City of Ottawa Transit
Services, as may be determined by the Chief of Police and the Police Services
Board. The duties are outlined in a
Memorandum of Understanding between the Ottawa Police Services Board and the City
of Ottawa Transit Services.
DISCUSSION
The Board is being asked to
appoint this individual as a Special Constable in accordance with the
above-noted process.
Approval
has been obtained from the Ministry of Community Safety and Correctional
Services to have Mr. Villeneuve appointed as a Special Constable. Pursuant to Section 53 of the Police
Services Act, upon receipt of the Board appointment of his status, the
employee will be required to undertake the Oath of Office by a Commissioner of
Oaths.

The appointment of Special Constable status is required in order for the City of Ottawa Transit Services to provide security to OC Transpo as per an agreement with the Police Services Board.
