 Context / Purpose

The Ottawa Police Service is in the final year of implementing the 2004 to 2006 Business Plan.   In addition to regular monitoring through the annual operational planning process, a self-assessment was conducted in the first quarter of 2006 to track and document accomplishments and achievements in the first two years.

It is a “report card” that helps to determine whether the Ottawa Police Service is on track towards implementing the goals, objectives and specific initiatives to support the Short-term Priorities and the four Key Result Areas (KRAs) contained in the 2004 to 2006 Business Plan.

 Approach

The self-assessment included an examination of the “progress” of the over 300 initiatives.  Their degree of progress over the past year was summarized and is reported using a three category rating system.

Significant Progress             Expected Progress   â      Moderate Progress

                                                  (On Track)

 Overall Progress                                                       Status      â

Overall, the review indicates that the Ottawa Police Service is on track towards implementing the goals, objectives and specific initiatives to support the Short-term Priorities and the four Key Result Areas (KRAs) contained in the 2004 to 2006 Business Plan.

A substantial proportion of specific initiatives and projects (over 55%) have been completed by end of 2005.  Substantial progress is being made on the remaining actions and, appears to be on track for completion by end of 2006, despite unexpected external pressures.

During the timeframe of the current Business Plan, the Ottawa Police Service has responded to changes in the policing, legislative and community environment.  Within the context of the Business Plan, new initiatives and programs have been adopted (e.g. Gun Amnesty Program, Integrated Drug and Addiction Strategy).  These initiatives have been integrated through the Ottawa Police Service’s annual operational planning cycle.

Examples of progress in 2005 that have been made include:
