PURCHASE OF A PRISONER TRANSPORT VAN

 

RECOMMENDATION

 

That the Ottawa Police Services Board approve the award of contract for the purchase of a  Court Security Prisoner Transport Van from Edward’s Ford Sales with the interior to be built by PK Welding and Fabrication, for a total cost of $79,439.70 inclusive of all taxes.

 

BACKGROUND

 

The Ottawa Police Service is committed to ensuring that their employees have safe reliable equipment in which to carry out their duties as police officers.  The Ottawa Police Court Section has been in need of a replacement vehicle to transport persons in custody for the past several years.  This vehicle was budgeted for and has been designed similar to other prisoner transport vehicles currently used by many police services in Ontario. This vehicle is designed to be utilized in the Ottawa Police Service Fleet for approximately the next 10 yrs.  The vehicle that the Ottawa Police Court Section is currently using is a 1990 model year vehicle and has reached the end of its life cycle.

 

The new Court Security Prisoner Transport Vehicle is designed to be utilized in many different capacities, including prisoner transport, temporary detention during demonstrations, and Young Offender transportation.  The vehicle meets the needs and requirements for a police service of our size and geographical responsibilities.  This vehicle will be a marked police vehicle and will provide a very positive image to the community we serve.

 

Discussion

 

A Request for Tender (RFT) for the supply of a prisoner transport van was issued by the Supply Management Division, posted on MERX, and closed on 8 October 2002.  Three firms submitted bids in response to the RFT as per the tender opening report attached as Annex A.  Staff, in consultation with Supply Management Division, recommends acceptance of the tender from the lowest responsive bidder, Edward’s Ford Sales.

CONCLUSION

 

Replacing the Court Security Prisoner Transport van at this time will allow the Ottawa Police Service to continue to effectively serve the community we protect and remain within the adequacy standards set by the Province of Ontario.
