REPORT RECOMMENDATION

 

That Council approve up to $63,000 to provide distinctive benches and refuse containers on Somerset Street West between Booth Street and Bay Street in order to fulfill the Traditional Main Street directions contained in the Official Plan.

BACKGROUND

 

At its meeting of 2 May 2012, the Transportation Committee approved the following Motion, raised as an additional agenda item by Councillor Clark, on behalf of Councillor Holmes:

 

WHEREAS Somerset Street West is designated a Traditional Main Street in the City’s Official Plan, which is a street where the Official Plan encourages “streetscape enhancements”; and

 

WHEREAS the ongoing Somerset Street West Reconstruction project (ISD10-5217) is between Booth Street to the east and Preston Street to the west; and

 

WHEREAS this project includes new distinctive benches and refuse containers; and

 

WHEREAS this will result in a temporary discontinuity of the streetscape furnishings east of Booth Street until Somerset Street West east of Booth Street requires reconstruction; and

 

WHEREAS the area of Somerset Street east of Booth Street is not scheduled for reconstruction in the foreseeable future; and

 

WHEREAS the length of Somerset Street from Preston Street to Bay Street is covered by the Somerset Street Chinatown Business Improvement Area and City policies encourage a consistent look and feel in BIAs and along Main Streets; and

 

WHEREAS without approval of this motion, the reconstruction project will leave these City policies unfulfilled; and

 

WHEREAS the Somerset Street West Reconstruction project budget can accommodate the estimated $63,000 cost of providing distinctive benches refuse containers along the section of Somerset Street West between Booth Street and Bay Street;

 

THEREFORE BE IT RESOLVED THAT Transportation Committee recommend Council approve up to $63,000 to provide distinctive benches and refuse containers on Somerset Street West between Booth Street and Bay Street in order to fulfill the Traditional Main Street directions contained in the Official Plan.

 

 

DISCUSSION

 

The length of Somerset Street from Preston Street to Bay Street is covered by the Somerset Street Chinatown Business Improvement Area and City policies encourage a consistent look and feel in BIAs and along Main Streets.  Without approval of this recommendation, the reconstruction project will leave these City policies unfulfilled.
