BACKGROUND

 

The purpose of this report is to provide for an allocation of $20,000 from the Cumberland Special Reserve Fund capital account to The Cumberland Township Agricultural Society for the paving of the right-of-way lands that are owned by The Cumberland Township Agricultural Society and provide access to the Navan Fair Grounds, the Navan Curling Club and Navan Centennial Park.

 

On July 11, 2001, City Council approved the recommendations in Corporate Services and Economic Development Committee Report 11, Item 5 for the establishment of  “Special Reserve Funds” of the former municipalities of the City, that the use of these Special Reserve Funds be limited to funding only community-related projects in those former municipalities and that the Special Reserve Funds not be used to fund lifecycle or infrastructure maintenance projects or growth-related infrastructure formerly funded by the Region of Ottawa-Carleton.

 

On September 26, 2001, City Council approved the recommendations in Corporate Services and Economic Development Committee Report 15, Item 4 for the establishment of guidelines regarding the treatment of projects to be funded from the Special Reserve Funds set aside for former municipalities of the City.

 

On June 27, 2007, City Council approved the recommendations in Corporate Services and Economic Development Committee Report 9,  Item 15, directing $20,000 from the Cumberland Reserve Funds towards the repair of the entrance feature at Queenswood Heights Community on Duford Street. However, in 2011, Councillor Blais and Councillor Monette were informed by representatives of the Queenswood Heights Community Association that the Association would not be proceeding with the repair of the entrance feature on Duford Street.

 

In order to satisfy the Special Reserve Fund use restrictions approved by Council on July 11, 2001, the Guidelines approved by Council on September 26, 2011 and the City’s Delegation of Authority By-law 2011-28, The Cumberland Township Agricultural Society shall enter into an agreement with the City to provide for the terms of the $20,000 allocation.

 

DISCUSSION

 

Councillors Blais and Monette were informed by representatives of the Queenswood Heights Community Association that there are no immediate plans to proceed with the repair of the entrance feature at Queenswood Heights Community on Duford Street. Accordingly, the $20,000 previously allocated by Council on June 27, 2007 to Queenswood Heights Community Association has been unallocated within the Cumberland Special Reserve Fund capital account.

 

The Navan Community Hub Access Improvement Project involves the paving of the right-of-way lands leading to the Navan Fair grounds, curling club, ball diamond and City park. The estimated $150,000 project, spearheaded by The Cumberland Township Agricultural Society and Navan Curling Club, aims to improve and ensure safe access to these important community facilities, where families gather and congregate throughout the year.  The community hub is at the core of the Village of Navan and provides opportunities for leisure, recreation, economic and community-pride activities. The Project’s overall goals are improved safety, greater accessibility, enhanced economic development potential, as well as economies in terms of on-going maintenance. This important Project will be pursued and completed in 2012.  It is in the City’s interest to work with the community groups to ensure that the right-of-way is improved and the City’s parking area is included.

As a condition of funding, the gravel ball diamond parking lot will be included in the resurfacing project.  The work is to be completed by the end of 2012.

 

 

RURAL IMPLICATIONS

 

Navan is a vibrant village in Ottawa’s rural east community.  The funds will be directed toward a project that will benefit Navan and the surrounding area.

 

COMMENTS BY THE WARD COUNCILLOR(S)

 

Councillor Blais consulted Councillor Monette, the Queenswood Heights Community Association, Navan Curling Club, and The Cumberland Township Agricultural Society in the preparation of this report.

 

Councillor Blais believes it is important that funding set aside for community projects be put to good use.  The Navan Community Hub Access Improvement Project is worthy of funding given the importance of the community amenities, including city-owned facilities, to the continued vibrancy of the Village of Navan.

 

LEGAL IMPLICATIONS

 

Although there are no legal impediments to the implementation of the recommendation in this report, it is recommended that the City’s use of the right-of-way be formalized by way of registration in the Land Registry office at Ottawa of a Transfer of Easement of parts 3, 7 and 8 on Plan 50R-7027 from The Cumberland Township Agricultural Society to the City.

There are no risk management implications associated with this report.

ACCESSIBILITY IMPACT

 

The project will greatly improve accessibility within the hub, as the right-of-way lands owned by The Cumberland Township Agricultural Society are used during the Navan Fair and other community events.  The current condition is difficult to navigate and the planned improvements will make the grounds increasingly barrier-free.

 

CONSULTATION

 

On September 26, 2001, Council approved the process to identify the community projects to be funded from the Special Reserve Funds and bring them forward for approval.  The approval process for the community projects to be funded from the Cumberland Special Reserve Fund was carried out in 2002 as detailed in Corporate Services and Economic Development Report 27, Item 10, Ref N°: ACS2005-CCS-CSE-0005, report recommendations approved by Council on May 11, 2005.  Several of the projects that were initially approved by the Cumberland Legacy Fund Committee in 2002 were not completed and Council subsequently approved the allocation of these funds to other community projects that satisfied the requirements and guidelines that Council approved on July 11, 2001 and on September 26, 2011 with respect to the Special Reserve Funds.

 

The Parks, Recreation and Cultural Services Department is currently responsible for tracking the status of the projects that were approved by the Cumberland Legacy Fund Committee in 2002.

 

CITY OPERATIONS

 

Staff are supportive of the proposed transfer of funds.  Parks, Recreation and Cultural Services Department staff will ensure that an open and transparent process is adopted for the contracted work (i.e. 3 competitive bids) and that the gravel ball diamond parking lot is paved according to City specifications.

 

FINANCIAL IMPLICATIONS

 

The funds required for this work are available within project account 902250 Cumberland Reserve Fund Dispersal.  

 

DISPOSITION

 

On approval by Council, Legal Counsel in the City Clerk and Solicitor Department to prepare an

agreement between the City and The Township of Cumberland Agricultural Society that satisfies the Special Reserve Fund use restrictions approved by Council on July 11, 2001, the Guidelines approved by Council on September 26, 2011 and the City’s Delegation of Authority By-law 2011-28.  Financial Services to issue payment in accordance with the terms of the said agreement.
