2.                  Approving a capital project in the amount of $1.2M to be funded by Urbandale Corporation for the design and construction of a roundabout at the intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive, subject to the execution of the Agreement with Urbandale Corporation; and

 

3.                  Pre-committing $1,200,000 from the 2013 and 2014 Capital Budget, as detailed in this report, subject to the execution of the Agreement with Urbandale Corporation.

Background

 

The intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive lies in the heart of the Bridlewood community in Kanata South, as shown in Document 1 – Key Plan.  The intersection is currently controlled by an all-way stop, which is experiencing an unacceptable level of service in the morning and afternoon peak periods.  All three roads are currently classified as collector roadways.  The immediate vicinity of the intersection is built-out, with some additional development still to occur to the south-east along Stonehaven Drive.  A traffic count that was conducted at this intersection in the fall of 2011 met the warrants for a new traffic control signal.

 

The intersection of Stonehaven Drive between Eagleson Road and Bridlewood Drive is being widened in the summer of 2012.  The  intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive is not included in the limits of the widening project; however, its close proximity to the planned construction to the west would cause significant additional construction related disruption to the community should the proposed roundabout  be approved.  The intent is to minimize the impact on the community and build the proposed roundabout within the same construction period. 

 

 

DISCUSSION

 

As the intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive has met the Council approved warrants for signalization, staff are recommending that a new traffic control device be installed at this intersection.


 

 

On September 12 2007, Council approved the Roundabout Report (ACS2007-CCV-EAC-0004) submitted to Transportation Committee by the Environmental Advisory Committee, which instructed staff to consider the installation of roundabouts at locations that have met the warrant for new traffic control signals.  The report specified a number of conditions that were favourable to the selection of a roundabout as the traffic control device.  The Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive intersection meets many of those conditions; among them, the intersection has a high percentage of turning movements, high volume in peak hours relative to non-peak hours and is located on a roadway that is a good candidate for traffic calming measures. Additionally, roundabouts have superior safety performance, naturally lower approaching traffic speeds and have a history of successful integration into similar neighbourhoods. 

 

A functional level design for the construction of a roundabout at Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive was completed in the fall of 2011.  The proposed design is shown in Document 2 – Functional Design.  The estimated cost to design and construct the roundabout is $1,200,000.

 

It was identified that this intersection met the warrants for a traffic control signal in the fall of 2011.  Therefore, the location was added to the list of priorities for the 2012 New Traffic Control Signal Program but fell below the cut-off line for funded locations in 2012.  Normal practice would be to request funds for design work in the 2013 capital budget submission followed by funds for construction in the 2014 capital budget submission. 

 

As a result of the planned widening of Stonehaven Drive from Eagleson Road to Bridlewood Drive, which is scheduled to take place during the 2012 construction season, staff and the Ward Councillor are recommending that the work to construct the roundabout also occur in 2012.  Given the unique timing of this project to address the congestion that occurs daily on Stonehaven Drive, Urbandale Corporation was approached to discuss the feasibility of entering into an Agreement whereby they would provide funding in the amount of $1,200,000 to allow for the timing of construction of the roundabout to be aligned with the road widening in 2012.  Urbandale Corporation has reviewed this proposal and has agreed to enter into an agreement with the City to provide $1,200,000, interest free, to allow for the design and construction in 2012.  Urbandale Corporation will provide the funds immediately upon the execution of this agreement.  This work would be completed by the Infrastructure Services Department and in conjunction with the planned roadworks on Stonehaven Drive between Eagleson Road to Bridlewood Drive.

 

The agreement will state that the reimbursement to Urbandale Corporation will occur in 2013 and 2014, which are the years when the City would have funded this construction project through the New Traffic Control Signal Program.   The reimbursement for the design and construction of a roundabout at the intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive are to be reimbursed from future capital accounts as follows:

There are no rural implications associated with the report.

 

 

CONSULTATION

 

Urbandale Corporation has agreed to provide $1,200,000 to the City to allow for the construction of the roundabout in accordance with the principles set forth in this report.  Urbandale Corporation has reviewed this report and has agreed to its recommendations.

 

The Infrastructure Services Department has been consulted on this report and can include the design and construction of the roundabout within their existing contract for the reconstruction of Stonehaven Drive betweem Eagleson Road to Bridlewood Drive.  Construction will begin in the Summer of 2012 and be substantially completed by late Fall of 2012.

 

 

 Comments by the Ward Councillor(s)

 

Councillor Allan Hubley concurs with the report and supports both the construction of the roundabout and entering into an Agreement with Urbandale Corporation.

 

 

ACCESSIBILITY IMPACT

 

The construction of a roundabout at this location does not introduce any new accessibility constraints to this intersection.  Facilities are provided for pedestrians and cyclists alike and the community will be provided with educational material so that vulnerable road users will be aware of how to safely use the roundabout.

There are no Risk Management implications associated with this project.

 


 

 

FINANCIAL IMPLICATIONS

 

The approved 2012 Budget included a capital forecast of $2,100,000 for New Traffic Control Signals in 2013 and $2,800,000 in 2014.

 

With the approval of the recommendations contained in this report capital funding of $360,000 for 2013 and $840,000 for 2014 will be included in the Capital Estimates to reimbursement Urbandale Corporation for the construction of a roundabout at the intersection of Bridgestone Drive / Steeple Chase Drive and Stonehaven Drive.
