Committee recommend that Planning Committee and Agriculture and Rural Affairs
Committee recommend that Council add the properties listed in Document 1 to the
City of Ottawa Heritage Register.

document 1 au Registre du patrimoine de la Ville d’Ottawa.
BACKGROUND
All properties designated under
Part IV or Part V of the Ontario Heritage
Act are listed on the City of Ottawa Heritage Register as required by
Section 27 (1.1) of the Act.
Section 27.(1.2) of the Ontario Heritage Act gives municipalities the ability to list non-designated properties of cultural heritage value or interest.
The City of Ottawa Official Plan
states in Section 2.5.5 (13) that: the City will maintain a heritage register
according to the Heritage Act.
The implication of listing properties on the City of Ottawa Heritage Register is listed in Section 27(3) of the Ontario Heritage Act:
If property included on the register under
subsection (1.2) has not been designated under Section 29, the owner of the
property shall not demolish or remove a building or structure on the
property….unless the owner gives the council of the municipality at least 60
days notice in writing of the owner’s intent to demolish or remove the building
or structure…..
DISCUSSION
The addition of the properties listed in Document 1 to the City of Ottawa Heritage Register has already been approved by Agriculture and Rural Affairs Committee, Planning Committee and City Council. This report has been prepared because under Section 27(1.3) of the Ontario Heritage Act, City Council must consult with its Municipal Heritage Committee prior to adding properties to the Heritage Register. In future, recommendations for additions to the Heritage Register resulting from Community Design Plans (CDP) will be reviewed by Ottawa Built Heritage Advisory Committee (OBHAC) through the CDP process.
Since 2005, the Village of Richmond CDP and the Wellington West CDP have been approved by Council. Both CDPs included recommendations to add buildings of cultural heritage value or interest to the City of Ottawa Heritage Register.
The Village of Richmond CDP was approved by City Council on July 14, 2010. Section 5.0 of the CDP focuses on heritage resources, Policy 1 states:
The buildings of heritage interest, as identified in Appendix 3, shall
be added to the City of Ottawa’s Heritage Reference List and Registry to ensure
that demolitions and building alterations are monitored. The City may add more
buildings over time.
The Wellington West CDP was
approved by City Council on May 25, 2011 and the staff report, ACS2011-ICS-PGM-0086 had the following
recommendation:
Direct the Planning and Growth
Management Department, Heritage Services Unit to:
a)
Submit the list of
buildings to be added to the Heritage Register, as noted in Appendix 1 of the
Wellington Street West Community Design Plan, for review and approval to OBHAC;
and to present that approved list to City Council for adoption;
While portions of the Wellington West CDP have been appealed to the Ontario Municipal Board, the section cited above regarding additions to the Register was not appealed.
This report recommends the addition of the properties listed in both Community Design Plans to the City of Ottawa Heritage Register. According to Section 27 (1.2) of the Ontario Heritage Act, the requirements to list a property on the heritage register are, “a description of the property that is sufficient to readily ascertain the property.” The municipal addresses are listed in Document 1.

CONSULTATION
Significant public consultation has taken place for both the Village of Richmond Community Design Plan and the Wellington West Community Design Plan.
Councillor Hobbs is aware of the recommendation to add 33 buildings in Hintonburg to the Register.
Councillor Moffatt is aware of the recommendation to add 71 buildings in Richmond to the Register.

REPORT RECOMMENDATION:
That the Ottawa Built Heritage Advisory
Committee recommend that Planning Committee and Agriculture and Rural Affairs
Committee recommend that Council add the properties listed in Document 1 to the
City of Ottawa Heritage Register.
Lesley Collins, Heritage Planner, provided a verbal briefing on the aforementioned report and explained the significance of adding a property to the City of Ottawa Heritage Register.
Members asked that staff give future consideration to advising property owners prior to adding their buildings to the Register.
The report recommendation was moved by Elizabeth Zdansky and CARRIED as presented.
