On
November 28, 2007, City Council approved the establishment of a Meetings
Investigator position to investigate complaints regarding the propriety of
closed meetings held by City Council, a local board, or a committee of
either. The Meetings Investigator, Mr.
Douglas Wallace, was retained by the City on January 14, 2008. As part of his mandate, Mr. Wallace is to provide
City Council with an information report on investigations carried out in the
previous calendar year.
In accordance with his mandate, the Meetings Investigator has prepared an annual report for 2011.
The City Clerk and Solicitor has reviewed the Meetings Investigator’s 2011 Annual Report and concurs with his findings. As indicated in the 2010-2014 Governance Review, staff believe that the Meetings Investigator position and the established processes have been successful in fulfilling the requirements of the legislation and enhancing City Council’s closed meeting procedures.
