COMMITTEE RECOMMENDATIONS AS AMENDED

 

That Council approve:

 

1.   That the Advisory Committee recruitment and selection process be put on hold until such time as a report on Advisory Committee Governance has been considered by the Governance Renewal Sub-Committee, FEDCO and Council;

 

2.   That the terms of current Advisory Committee members be extended until such time as recruitment is completed;

 

3.   That the quorum of each Advisory Committee be adjusted to reflect the existing membership; and

 

4.   That where vacancies exist, Committees may offer membership to interested individuals on the most recently-appointed reserve list.

 

5.   That the recruitment and selection process for the Accessibility Advisory Committee and the Ottawa Built Heritage Advisory Committee proceed in order to ensure the continuity of these two legislated Advisory Committees.

Que le Conseil approuve:

 

1.   Que le processus de recrutement et de sélection des comités consultatifs soit suspendu jusqu’à ce que le Sous-comité du renouvellement de la gouvernance, le CFDE et le Conseil aient étudié le rapport sur la gouvernance des comités consultatifs;

 

2.   Que le mandat des membres des comités consultatifs actuels soit prolongé jusqu’à la fin du processus de recrutement;

 

3.   Que le quorum de chaque comité consultatif soit modifié pour refléter leur composition actuelle; et

 

4.   De permettre aux comités, s’il y a des postes vacants, de les offrir aux personnes intéressées figurant sur la liste de réserve la plus récente.

 

5.   Que le processus de recrutement au Comité consultatif sur l’accessibilité et au Comité consultatif sur le patrimoine bâti d’Ottawa aillent de l’avant afin d’assurer la continuité de ces deux comités consultatifs établis en vertu de la loi.

BACKGROUND

 

On 18 November 2011, the Governance Renewal Sub-Committee considered and approved the following motion by Councillor Hubley:

 

WHEREAS in early 2011 the Legislative Services Branch began the process to recruit new Citizen Members for the City’s Advisory Committees;

 

AND WHEREAS the final selection process has been delayed, due to staffing issues in Legislative Services, as well as challenges in finding appropriate candidates for key Committees;

 

AND WHEREAS a review of Advisory Committee governance and structure is underway, as directed by Council in the 2011-2014 Governance Review, with a staff report expected in Q1 2012;

 

THEREFORE BE IT RESOLVED THAT the Advisory Committee recruitment and selection process be put on hold until such time as a report on Advisory Committee Governance has been considered by the Governance Renewal Sub-Committee, FEDCO and Council;

 

BE IT FURTHER RESOLVED THAT the terms of current Advisory Committee members be extended until such time as recruitment is completed; and

 

BE IT FURTHER RESOLVED that the quorum of each Advisory Committee be adjusted to reflect the existing membership; and

 

BE IT FURTHER RESOLVED that, where vacancies exist, Committees may offer membership to interested individuals on the most recently-appointed reserve list.

 

 

DISCUSSION

 

The Legislative Services Branch supports this motion and will work with each Advisory Committee to adjust quorum and appointments until the report on Advisory Committee Governance comes forward.
