COMMITTEE RECOMMENDATION

 

That Council, sitting as Committee of the Whole, approve the Agriculture and Rural Affairs Committee Draft Operating and Capital Budget as follows:

 

1.      The Infrastructure Services and Community Sustainability - Planning and Growth Management Department - Development Review Process (Rural) Budget, as follows;

a)      Operating Resource Requirement (p. 8);

 

b)     Capital Budget [p. 12 (individual projects pp. 13-23, Fleet p. 14)].

 

 

RECOMMANDATION DU COMITÉ

 

Que le Conseil, siégeant en tant que Comité plénier, d’approuver les budgets de fonctionnement et d’immobilisation provisoires du Comité de l’agriculture et des affaires rurales, selon les modalités suivantes :

 

1.      Services d’infrastructure et Viabilité des collectivités – Urbanisme et Gestion de la croissance – Budget du processus d’examen des demandes d’aménagement (rural), pour les besoins suivants :

a)      Besoin en ressources de fonctionnement (p. 8);

 

b)     Budget d’immobilisation [p. 12 (projets individuels p. 13-23, parc automobile p. 14)].

REPORT RECOMMENDATION

 

That the Agriculture and Rural Affairs Committee consider the relevant portions of the 2012 Operating and Capital Budgets and forward its recommendations to Council, sitting as Committee of the Whole, for consideration at the meeting to be held November 30, 2011.

 

RECOMMANDATION DU RAPPORT

 

Que le Comité de l'agriculture et des affaires rurales  examine les sections pertinentes des Budgets d’immobilisations et de fonctionnement de 2012 et qu’il présente ses recommandations au Conseil, siégeant à titre de Comité plénier, aux fins d’examen lors de sa réunion prévue du 30 novembre 2011.

 

BACKGROUND

 

City Council, on 14 September 2011, approved the 2012 Budget Process and Timetable for developing and approving the 2012 budget, indicating that the individual Committees, Board and Commission would hold meetings to listen to public delegations, review their respective budgets and make recommendations to Council.  At that time, Council also approved that the tax supported budgets for the following would be tabled on 26 October:

 

 

On 26 October 2011, City Council adopted the following Motion:

 

WHEREAS this Council is committed to promoting a culture of fiscal responsibility at City Hall; and

 

WHEREAS the Long Range Financial Plan incorporates a maximum tax increase of 2.5% for the years 2012 to 2014; and

 

WHEREAS this Council wishes the Standing Committee and Transit Commission Budget recommendations to be consistent with the Long Range Financial Plan;

 

THEREFORE BE IT RESOLVED that City Council direct each Standing Committee and the Transit Commission to work within the funding envelope for the budgets in their mandates, and that any additions to the budget will require offsetting reductions.

 

DISCUSSION

 

The 2012 Agriculture and Rural Affairs Committee Draft Operating and Capital Budget is now before the Committee for the purpose of hearing from public delegations and to consider and make recommendations to Council. 

 

RURAL IMPLICATIONS

 

The Agriculture and Rural Affairs Committee will review and make recommendations on those portions of the budget with Rural Implications.

 

CONSULTATION

 

This meeting was advertised in the three daily newspapers and public delegations will be received by the Committee.  As well, there will be four multi-ward bilingual budget consultation meetings held between the 1st and 4th of November, in advance of Council's consideration of the Budget to be held on the 30th of November 2011.

REPORT RECOMMENDATION:

 

That the Agriculture and Rural Affairs Committee consider the relevant portions of the 2012 Operating and Capital Budgets and forward its recommendations to Council, sitting as Committee of the Whole, for consideration at the meeting to be held 30 November 2011.

 

Chair Thompson introduced Ms. Marian Simulik, City Treasurer, and thanked her and staff in the City’s Financial Services Department for their work on the 2012 City Budget.  Also present to answer questions was Mr. Alain Gonthier, Manager, Asset Management, Infrastructure Services Department. Mr. Derrick Moodie, Manager, Development Review, Rural Services Branch, Planning and Growth Management Department, spoke to a PowerPoint slide presentation which served to provide the Committee with a brief overview of the Agriculture and Rural Affairs Committee’s portion of the 2012 City Budget (a copy of this presentation is held on file with the City Clerk).  Mr. Moodie also noted that the Transportation portion of the City Budget covers a number of enhancements to rural Transit services. 

 

The following delegation spoke in favour of the report recommendation:

 

·         Ms. Debbie Moore-Caldwell, President, National Capital Heavy Construction Association.

 

Ms. Moore-Caldwell lauded the Committee for supporting infrastructure renewal for rural roads, citing that the cost of new construction is five times that of operational maintenance.

 

Following a brief exchange of questions and answers questions on the subjects of rural road construction and infrastructure maintenance, the Committee approved the following Motion forwarding the Agriculture and Rural Affairs Committee’s recommendations pertaining to its portion of the 2012 City of Ottawa Budget to City Council for its meeting of 30 November 2012.
