That Council approve:
A by-law of the City of Ottawa to amend By-law No. 2010-111 respecting certain fees and charges in the
Revenue Division.
The Council of the City of Ottawa enacts as follows:

Schedule
“B”, Revenue Branch Fees, of By-law No. 2010-111
entitled “A by-law of the City of Ottawa to establish fees and charges for
services, activities and information provided by the Revenue Branch of the
Finance Department of the City Manager’s Office, is amended by striking out the
dollar figure “31.00” where it occurs in Column 2 next to “Payment
distribution” and substituting:
0.00 (First time) 31.00 (Second or subsequent time) |

visant à modifier le Règlement no 2010-111 concernant
certaines taxes et redevances de la Direction des recettes.
Le Conseil municipal de la Ville d’Ottawa adopte ce qui suit :

B, frais de la Direction des recettes, du Règlement
no 2010-111 intitulé Règlement de la Ville d’Ottawa visant
à fixer les droits pour les services, les activités et les renseignements
fournis par la Direction des recettes du Service des finances du Bureau du
directeur municipal est modifiée par le retrait de la valeur de 31,00 dollars à
la colonne 2 à côté de « distribution des paiements », qui est
remplacée par :
0,00 (Première fois) 31,00 (Deuxième fois ou plus) |

At the 20 September
2011 meeting of the Environment Committee, Councillor Desroches submitted the
following notice of motion:
WHEREAS
taxpayers and ratepayers who mistakenly direct payments for property taxes or
for water and sewer charges to wrong accounts are charged a $31 payment
distribution fee, as per By-law No. 2010-111, to cover the administrative costs
of distributing the payment to the correct accounts;
AND
WHEREAS taxpayers and ratepayers regularly contact Councillors and staff
requesting that a change of policy be made to waive this fee when it is applied
to a ratepayer for the first time where the City is in receipt of the payment;
THEREFORE
BE IT RESOLVED that the Environment Committee recommend Council approve:
A by-law of the City of Ottawa to amend By-law No. 2010-111 respecting certain fees and charges in the
Revenue Division.

There are no rural implications to implementing the recommendation in this report.
Notice of this meeting was advertised on the City’s website as per
Section 77(1)(b) of the Procedure By-law.
There are no legal impediments to implementing the recommendation in this report.
There are no risk implications.
There are two tax billings and six water billings each year. If Council passes this amendment there will be a reduction in revenue from the fee of about $10,000. This amount is not material and can be absorbed by the Revenue Branch.
