The Commemorative Naming Policy, approved by City Council on July 24, 2002, outlines the criteria and process for commemoratively naming municipal streets, parks and facilities (or parts thereof).
With respect to criteria, a commemorative name honours individuals who are (or have been) citizens of the City of Ottawa or have made a specific contribution to the City of Ottawa and:
Any member of the public or City Council may submit a name to the City for consideration. The process is initiated through submission of a Commemorative Naming application and support material.
As part of the process, the Commemorative Naming Committee (“CNC”) — consisting of applicable City staff, the Mayor and affected Members of Council — provides an initial approval based on the policy’s criteria and the information provided by the nominator. Staff is then directed to ensure there is community support for the choice by initiating a 60-day consultation phase. Following the consultation process, the Commemorative Naming Committee reviews the public feedback and makes a final recommendation on the nomination, which is subsequently considered by the appropriate Standing Committee and City Council.
DISCUSSION
A
naming application for the commemoration of Robert Barr was received from Rob Hamm to name a football field at Walter Baker Park, located
at 100 Walter Baker Place, as the“Robert-Barr
Football Field.”
The Commemorative Naming Committee reviewed the application and endorsed the proposed name under several criteria within the policy, including: “The nominated name has provided extensive community service, or who have an extraordinary community service record.”
Supporting information about Robert Barr is found in the attached Document 1.
Following the initial endorsement of the application, the public consultation process (outlined below) was carried out for the mandated 60-day period. Following the consultation process, the Commemorative Naming Committee reconvened to review all comments received. At its meeting of 27 July 2011, the Commemorative Naming Committee endorsed the naming application and directed staff to forward this recommendation to the Community and Protective Services Committee and City Council.

CONSULTATION
An integral part of the Commemorative Naming process is public consultation on the proposed name. The following outlines the consultation undertaken for the “Robert Barr Football Field” application:

A public notice was placed in the Councillor’s
column of the EMC Kanata newspaper on
21 April 2011;
At its 24 May 2011 meeting, the Parks and Recreation Advisory Committee (PRAC) received a staff report and a presentation that explained the proposed commemoration. At the conclusion of the presentation by staff, the members of PRAC unanimously approved a motion to lend their support to the proposal.
Submitted with the application was a letter of support from the Kanata Knights Football Club, accompanied by a petition with 157 signatures supporting the proposal. An additional five (5) comments were received by the public, all of which were in support of the proposal.
Councillor A. Hubley

FINANCIAL IMPLICATIONS
Financial expenditures associated with this Commemorative Naming proposal for advertisements and the costs of purchasing a plaque and/or hosting a naming ceremony are provided through the City Clerk’s operating budget.
There are no available funds in the Parks, Recreation & Cultural Services Department's 2011 budget for signage.

DISPOSITION
Following Council approval of the “Robert Barr Football Field” Commemorative Naming proposal, staff will work with the Ward Councillor to coordinate a ceremonial event to unveil a plaque.
DOCUMENT 1
In 2002, City Council created the Commemorative Naming Program as a
means to formally recognize individuals who demonstrate excellence, courage or
exceptional service to the citizens of Ottawa, the Province of Ontario, or
Canada. This program provides the
opportunity for the contribution and dedication of these individuals to be
honoured through the naming of municipal streets, parks and facilities and
parts thereof.
Further
to an application received under the Commemorative Naming Program, the City is
considering a proposal to name the football field at Walter Baker Park, located
at 100 Walter Baker Place, as “Robert
Barr Football Field.”
Robert
(Bob) Barr has been a leader in the Kanata community for almost 30 years. In particular, Bob has been a successful
coach, administrator and organizer in the Kanata Knights Football Club. He has
coached more than a thousand young people in more than 300 football games. He
has also served as a mentor to parents and fellow coaches by fostering a
“spirit of volunteerism.” Bob is a successful coach, having led his teams to
multiple championships. Meanwhile, he is equally successful at promoting the
values of honesty, respect and fair play.
To honour Robert Barr’s extraordinary community service
record, the City of Ottawa has been asked
to name the football field at Walter Baker Park as “Robert Barr Football Field.”

municipal a créé le programme d’attribution de noms commémoratifs dans le but de
reconnaître officiellement les personnes qui ont fait preuve d’excellence ou de
courage ou qui ont fourni un service exceptionnel aux résidents d’Ottawa, de
l’Ontario ou du Canada. Ce programme est l’occasion de souligner la
contribution et l’engagement de ces personnes en donnant leur nom à une rue, à
un parc, à des installations ou à une partie de ceux‑ci.
En réponse à une demande reçue aux termes du
programme d’attribution de noms commémoratifs, la Ville examine la possibilité
de nommer le terrain de football du parc Walter‑Baker, situé au 100,
place Walter‑Baker, le « Terrain de football Robert‑Barr ».
Robert (Bob) Barr est un chef de file communautaire à
Kanata depuis près de 30 ans. Plus particulièrement, M. Bob Barr a
été un excellent entraîneur, administrateur et organisateur du Kanata Knights
Football Club. Il a dirigé plus d’un millier de jeunes dans au moins
300 parties de football en tant qu’entraîneur et a également agi comme
mentor auprès de parents ou de collègues instructeurs en encourageant un
« esprit de bénévolat ». Il a connu le succès en menant ses équipes à
la victoire dans de nombreux championnats. Il est lui-même champion de valeurs
comme l’honnêteté, le respect et l’esprit sportif.
La Ville d’Ottawa s’est vu demander d’attribuer le
nom de « Terrain de football Robert‑Barr »
au terrain de football du parc Walter‑Baker pour souligner les états de service extraordinaires de Robert Barr
dans la collectivité.
