The Commemorative Naming Policy, approved by City Council on July 24, 2002, outlines the criteria and process for commemoratively naming municipal streets, parks and facilities (or parts thereof).
With respect to criteria, a commemorative name honours individuals who are (or have been) citizens of the City of Ottawa or have made a specific contribution to the City of Ottawa and:
Any member of the public or City Council may submit a name to the City for consideration. The process is initiated through submission of a Commemorative Naming application and support material. The policy provides a process for the nomination of the following: a name to be added to the commemorative names reserve list for future consideration; a name for a particular venue selected by the applicant; a name for a venue that is presently named.
As part of the process, the Commemorative Naming Committee (“CNC”) — consisting of applicable City staff, the Mayor and affected Members of Council — provides an initial approval based on the policy’s criteria and the information provided by the nominator. Staff is then directed to ensure there is community support for the choice by initiating a 60-day consultation phase. Following the consultation process, the Commemorative Naming Committee reviews the public feedback and makes a final recommendation on the nomination, which is subsequently considered by the appropriate Standing Committee and City Council.
DISCUSSION
A naming application for the commemoration of Sheila McKee was received from the March Rural Community Association to rename Riverfront Park at 1730 Sixth Line Road to “Sheila McKee Park.”
The Commemorative Naming Committee reviewed the application and endorsed the proposed name under several criteria within the policy, including: “The nominated individual has provided extensive community service and has an extraordinary community service record.” Supporting information about Sheila McKee is found in the attached Document 1.
Following the initial endorsement of the application, the public consultation process (outlined below) was carried out for the mandated 60-day period. Following the consultation process, the Commemorative Naming Committee reconvened to review all comments received. At its meeting of 27 July 2011, the Commemorative Naming Committee endorsed the naming application and directed staff to forward this recommendation to the Community and Protective Services Committee and City Council.

CONSULTATION
An integral part of the Commemorative Naming process is public consultation on the proposed name. The following outlines the consultation undertaken for the “Sheila McKee Park” application:
Two (2) Advisory Committees were asked for feedback as part of the public consultation process: Parks and Recreation Advisory Committee (PRAC) and Rural Issues Advisory Committee (RIAC). At its 17 May 2011 meeting, RIAC received a staff report and a presentation that explained the proposed commemoration. At the conclusion of the presentation by staff, the members of RIAC voted unanimously to approve a motion to support to the proposal. Similarly, at its 24 May 2011 meeting, PRAC received a staff report and a presentation that explained the proposed commemoration. At the conclusion of this presentation by staff, the members of PRAC also voted unanimously to approve a motion to support to the proposal.
Twenty-one (21) residents responded to the public consultation: 20 in support and one (1) opposed.

El-Chantiry fully supports the renaming of the park as “Sheila McKee Park.”

FINANCIAL IMPLICATIONS
Financial expenditures associated with this Commemorative Naming proposal for advertisements and the costs of purchasing a plaque and/or hosting a naming ceremony are provided through the City Clerk’s operating budget.
There are no available funds in the Parks, Recreation & Cultural Services Department's 2011 budget for signage.

DISPOSITION
Following Council approval of the “Sheila McKee Park” Commemorative Naming proposal, staff will work with the Ward Councillor to coordinate a ceremonial event to unveil a plaque.
In 2002, City Council created the Commemorative Naming Program as a
means to formally recognize individuals who demonstrate excellence, courage or
exceptional service to the citizens of Ottawa, the Province of Ontario, or
Canada. This program provides the
opportunity for the contribution and dedication of these individuals to be
honoured through the naming of municipal streets, parks and facilities and
parts thereof.
Further
to an application received under the Commemorative Naming Program, the City is
considering a proposal to rename Riverfront Park, located at 1730 Sixth Line
Road, as “Sheila McKee Park.”
Sheila McKee (deceased) had an extensive and
extraordinary record of community service. She moved to Kanata in 1968 and
became well-known as a reporter and editor of the Kanata Standard.
Sheila then held public office in the former City of Kanata. She was elected by
her community as Alderman for Beaverbrook East in 1982 and served three
years. She returned to Kanata City
Council in 1991, representing Kanata North, and later March Rural, until the
creation of the amalgamated City of Ottawa in 2000. During her time in office,
Sheila served as a founding Commissioner of Kanata Hydro, Member of the Pinhey’s Point Board and Trustee on the Kanata Public
Library Board. After amalgamation,
Sheila remained active in her community, serving as President and
Vice-President of the March Rural Community Association and President of
Community Child Care Ottawa. Sheila was also an active volunteer with the
Kanata Golf Club, the Kanata Beaverbrook Community Association, the South March Branch
of the Women’s Institute,
and the City of Ottawa’s Rural Summit Task Force.
To
honour Sheila McKee’s significant contributions to her community, the City of
Ottawa has been asked to rename Riverfront Park as “Sheila McKee Park.”

le but de rendre hommage officiellement à des personnes qui ont fait preuve
d’excellence, de courage ou qui ont rendu des services exceptionnels aux
résidents de la Ville d’Ottawa, de l’Ontario ou du Canada. Ce programme offre
l’occasion d’honorer la contribution et le dévouement de ces personnes en
attribuant leur nom à une rue, à un parc ou à une installation d’Ottawa (ou à
une partie de ces derniers).
À la suite d’une demande reçue dans le cadre du
Programme d’attribution de noms commémoratifs, la Ville est en train d’examiner
une proposition visant à renommer le parc Riverfront,
situé au 1730, chemin Sixth Line, « parc Sheila McKee
».
La regrettée Sheila McKee a
rendu des services immenses et extraordinaires à la collectivité. Elle a
déménagé à Kanata en 1968 et s’est taillé une solide
réputation comme reporteure et rédactrice en chef du Kanata Standard. Par la suite, Sheila a
exercé des fonctions officielles à l’ancienne Ville de Kanata.
En 1982, elle a été élue par sa collectivité comme conseillère municipale dans
le quartier Beaverbrook Est, poste qu’elle a occupé
pendant trois ans. En 1991, elle est retournée au Conseil municipal de la Ville
de Kanata, représentant Kanata
Nord et, plus tard, le secteur rural March, jusqu’à la création de la ville
unifiée d’Ottawa en 2000. Pendant son mandat, Sheila a exercé les fonctions de
commissaire fondatrice de Kanata Hydro, en plus
d’être membre du Conseil d’administration de Pinhey’s
Point et administratrice au sein du Conseil d’administration de la Bibliothèque
publique de Kanata. Après la fusion, Sheila est
demeurée active dans sa collectivité, occupant les fonctions de président et de
vice-présidente de l’Association communautaire du secteur rural March et de
présidente du Community Child Care of Ottawa. Sheila était aussi une bénévole
active au sein du Kanata Golf Club, de l’Association
communautaire Beaverbrook de Kanata,
de la section de March-Sud du Women’s Institute et du Groupe de travail sur le Sommet
rural de la Ville d’Ottawa.
Afin de rendre hommage à Sheila McKee pour ses
contributions remarquables à sa collectivité, on a demandé à la Ville d’Ottawa
de renommer le parc Riverfront « parc Sheila McKee ».

Councillor Holmes commented on funding for a plaque
and signage for the park. Tyler Cox, Coordinator, Policy and Projects, City
Clerk and Solicitor advised that there is a budget in the City Clerk and
Solicitor’s office for the plaque. Dan Chenier, General Manager, Parks,
Recreation and Culture Services noted that staff can work with the Clerk’s
office and the ward offices to provide up to date signage.
REPORT RECOMMENDATION:
That
the Community and Protective Services Committee recommend Council approve the
commemorative naming proposal to rename
Riverfront Park, located at 1730
Sixth Line Road, as “Sheila McKee
Park.”
The
report recommendation was then put to Committee and CARRIED, as presented.
