The Commemorative Naming Policy, approved by City Council on July 24, 2002, outlines the criteria and process for commemoratively naming municipal streets, parks and facilities (or parts thereof).
With respect to criteria, a commemorative name honours individuals who are (or have been) citizens of the City of Ottawa or have made a specific contribution to the City of Ottawa and:
Any member of the public or City Council may submit a name to the City for consideration. The process is initiated through submission of a Commemorative Naming application and support material. The policy provides a process for the nomination of the following: a name to be added to the commemorative names reserve list for future consideration; a name for a particular venue selected by the applicant; a name for a venue that is presently named.
As part of the process, the Commemorative Naming Committee (“CNC”) — consisting of applicable City staff, the Mayor and affected Members of Council — provides an initial approval based on the policy’s criteria and the information provided by the nominator. Staff is then directed to ensure there is community support for the choice by initiating a 60-day consultation phase. Following the consultation process, the Commemorative Naming Committee reviews the public feedback and makes a final recommendation on the nomination, which is subsequently considered by the appropriate Standing Committee and City Council.
DISCUSSION
A naming application for the commemoration of Dr. Roland Armitage was received from Shaun Armitage to name the community complex at 5670 Carp Road as Dr. Roland Armitage Hall.
The Commemorative Naming Committee reviewed the application and endorsed the proposed name under several criteria within the policy, including: “The nominated individual has demonstrated excellence, courage, and exceptional service to the citizens of Ottawa, the Province of Ontario, and Canada.” Supporting information about Dr. Roland Armitage is found in the attached Document 1.
Following the initial endorsement of the application, the public consultation process (outlined below) was carried out for the mandated 60-day period. Following the consultation process, the Commemorative Naming Committee reconvened to review all comments received. At its meeting of 27 July 2011, the Commemorative Naming Committee endorsed the naming application and directed staff to forward this recommendation to the Community and Protective Services Committee and City Council.

CONSULTATION
An integral part of the Commemorative Naming process is public consultation on the proposed name. The following outlines the consultation undertaken for the Dr. Roland Armitage Hall application:
Two (2) Advisory Committees were asked for feedback as part of the public consultation process: Parks and Recreation Advisory Committee (PRAC) and Rural Issues Advisory Committee (RIAC). At its 17 May 2011 meeting, RIAC received a staff report and a presentation that explained the proposed commemoration. At the conclusion of the presentation by staff, the members of RIAC voted unanimously to approve a motion to support to the proposal. Similarly, at its 24 May 2011 meeting, PRAC received a staff report and a presentation that explained the proposed commemoration. At the conclusion of this presentation by staff, the members of PRAC also voted unanimously to approve a motion to support to the proposal.
Six (6) residents submitted responses regarding this proposal. Five (5) respondents supported the proposal, while one (1) opposed the naming. However, it should be noted that the one (1) resident who opposed the proposal was incorrectly under the impression that Dr. Armitage already had a City commemoration.

El-Chantiry fully supports the commemoration of Dr. Roland Armitage.

FINANCIAL IMPLICATIONS
Financial expenditures associated with this Commemorative Naming proposal for advertisements and the costs of purchasing a plaque and/or hosting a naming ceremony are provided through the City Clerk’s operating budget.
There are available funds in the Parks, Recreation & Cultural Services Department's 2011 budget for signage.

DISPOSITION
Following Council approval of the Dr. Roland Armitage Hall Commemorative Naming proposal, staff will work with the Ward Councillor to coordinate a ceremonial event to unveil a plaque.
In
2002, City Council created the Commemorative Naming Program as a means to
formally recognize individuals who demonstrate excellence, courage or
exceptional service to the citizens of Ottawa, the Province of Ontario, or
Canada. This program provides the
opportunity for the contribution and dedication of these individuals to be
honoured through the naming of municipal streets, parks and facilities and
parts thereof.
Further to an application received under the
Commemorative Naming Program, the City is considering a proposal to name the hall at the West Carleton Community
Complex, located at 5670 Carp
Road as “Dr. Roland
Armitage Hall.”
Dr. Roland Armitage has demonstrated
excellence, courage, and exceptional service to the citizens of Ottawa, the
Province of Ontario, and Canada.
At the age of 17, Roland Armitage enlisted in the Royal Canadian
Artillery during World War II. He served
on the Western Front of the European Theatre, including fighting in the
Liberation of France. He has been awarded the Canadian Volunteer Service Medal,
the France and Germany Star, the Defense Medal for
six months service in Britain, the 1939-45 Star and
the Normandy Medal by the Government of France.
Following the war, he obtained his Veterinary Medicine and Doctor of
Veterinary Surgeon degrees at the Ontario Veterinary College at the University
of Guelph. As a veterinarian, Dr. Armitage cared for thousands of horses and
earned the Veterinarian of the Year award from the Ontario Veterinarian
Association in 1983. Dr. Armitage has been a leader in both local and national
horse racing, serving as the President of the Canadian Trotting Association
(1976-1981) and President and General Manager of the Rideau-Carleton Raceway
(1981-1991). From 1991 to 1994, Dr.
Armitage served his community as Mayor of the Township of West Carleton and
Member of the Council for the Regional Municipality of Ottawa-Carleton.
To honour Dr. Roland Amitage’s
legacy of service, the City of Ottawa has been asked to name the hall at the West Carleton Community Complex as “Dr. Roland Armitage Hall.”

rendre officiellement hommage à des personnes qui ont fait preuve d’excellence
et de courage ou qui ont rendu des services exceptionnels aux résidents
d’Ottawa, de l’Ontario ou du Canada. Ce programme donne l’occasion à la Ville
de souligner la contribution et le dévouement de ces gens en attribuant leur
nom à une rue, à un parc ou à une installation d’Ottawa.
En réponse à une
demande reçue dans le cadre du Programme de noms commémoratifs, la Ville
examine une proposition visant à attribuer le nom commémoratif Salle Dr-Roland Armitage à la salle du Complexe
communautaire de West Carleton, situé au 5670, chemin Carp.
Le Dr Roland Armitage a fait preuve
d’excellence et de courage, et a rendu des services exceptionnels aux citoyens
d’Ottawa, de l’Ontario et du Canada.
Durant la Seconde Guerre mondiale, alors qu’il était âgé de 17 ans, Roland
Armitage s’est enrôlé dans l’Artillerie royale canadienne. Il a servi sur le front de l’Ouest du théâtre
d’opération européen, ayant notamment participé aux combats pour la libération
de la France. Il s’est vu attribuer la Médaille canadienne du service
volontaire, l’Étoile France-Allemagne, la Médaille de la Défense pour les six
mois où il a servi en Grande-Bretagne, l’Étoile de 1939-1945 et la Médaille de
la Normandie, qui lui a été décernée par le gouvernement français. Après la guerre, il a obtenu des diplômes en
médecine et en chirurgie vétérinaires au Collège de médecine vétérinaire de
l’université de Guelph. En tant que vétérinaire, le Dr Armitage a
soigné des milliers de chevaux. En 1983, il a reçu le titre de vétérinaire de
l’année de l’Association des vétérinaires de l’Ontario. Le Dr
Armitage est un chef de file dans le secteur des courses de chevaux aux niveaux
local et national, ayant été président de la Canadian Trotting Association (1976-1981) et président et directeur
général de l’hippodrome Rideau-Carleton (1981-1991). De 1991 à 1994, le Dr Armitage
a servi sa collectivité en tant que maire du Canton de West Carleton et membre
du Conseil de la Municipalité régionale d’Ottawa-Carleton.
Pour souligner les
services rendus par le Dr Roland Armitage, on a demandé à la Ville
d’Ottawa de nommer la salle du Complexe communautaire de West Carleton « Salle
Dr-Roland-Armitage »
