ODP brought forward a recent Corporate Advertising and Sponsorship Report ACS2011-COS-ODP-0002 indicating that a comprehensive advertising strategy would be completed in 2011.               
Direction to Staff: That as the City moves forward with its intensification goals set out in the Official Plan and because the TMP sets out a threshold for Level of Service (LoS) for intersections to operate at LoS “D”or better, which creates a conflicting policy direction, staff be directed to address this conflict and bring recommendations to Council for resolution. Specifically, a review of intersections that are anticipated to be particularly problematic be identified and reviewed. The OMB issued a draft decision on June 3rd approving an urban expansion of 850 ha.
Staff sought Council direction on how to proceed with Phase 2 of the hearing, dealing with the location of expansion lands, on July 4th 2011.

             
Direction to Staff: Forward to the Federation of Canadian Municipalities all of the City of Ottawa’s reports and concerns regarding the Municipal Street Occupation Agreements and further that staff be directed to initiate a dialogue with the Province to discuss jurisdictional issues and how they can help with this downloading by the Federal Government. 12-May-10   See above CMO - City Clerk & Solicitor In Progress: Based on the City's ongoing relationship with FCM, FCM would previously have been provided with the City's reports and concerns, although staff are looking to provide a more formal report and dialogue with FCM and the Province by Q3 2011.              
Direct staff to ensure that the Traffic Impact Assessment for the CCE relocation specifically assess the transportation impacts of this relocation on Albion Rd through the Blossom Park Community (Albion Rd between Bank St and Lester rd) and whether the traffic impacts warrant the consideration and implementation of interim measures as part of the relocation; and
Direct staff to look into the long-term transportation solution such as an Albion Rd By-pass that will accommodate projected growth from other planned developments that will impact the area of the next TMP review, as well as other upgrades that may be warranted to the broader transit and transportation network.

The application received site plan control approval on October 6, 2010.  As per the approval delegated authority was returned to staff to finalize all plans.  Final Plans were approved on March 7, 2011.  The City is in receipt of a letter of credit in the amount of $115,000.00 for works related to the bike lane along Uplands Drive and additional securities. 2. Security deposits will be required throughout the Road Modification agreement process.
3. The analysis is being initiated this quarter to refine estimated cost, identify constraints and to coordinate with any plans ISD has along the subject part of Lester within the next 5 years.

2) Risk Mitigation – development of a phased response plan to maintain water supply as a result of a pipe failure on a critical backbone transmission main.  This is being completed though internal resource capacity. Targeted completion for mid-December.

             
TRC MOTIONS 7/1, 7/2 & 7/3 - Review of the City's Encroachment By-law: That staff undertake a pilot project for two full seasons in partnership with the Preston St. BIA to allow Preston St. Businesses to maintain existing, or open new patios at the unimproved rate of approx. 43% of the standard fee. And that staff bring forward an interim report after one year so the Committee might assess expanding the pilot a second year. In Progress:  PGM, CSSD and REPDO are recommending the asset and its use be retained and operation continued at the present location and from within the current building for the foreseeable future (e.g. over the next 10 years or so).  Only if an exceptional circumstance arose that provided a viable, mutually beneficial initiative would the building and site use be reconsidered again; for example, if the Hintonburg Hub Initiative proposal moved forward and the existing uses were accommodated within such initiative, appropriately relocated in proximity to 1137 Wellington, or another suitable alternative developed.  PGM staff will draft up an IPD for submission at Planning Committee in October 2011.  Drafts will be circulated to REPDO and CSSD prior to sign-off and submission to Committee.
