BACKGROUND

 

The Ontario Police Services Act requires municipal councils to appoint one person to its local police services board who is neither a member of Council nor an employee of the municipality.  According to the legislation, this public representative will serve on the Board at the pleasure of Council for a term not exceeding that of the present term of Council, but may serve until a replacement is named. 

 

On 15 December 2010 Council struck a Selection Committee comprised of Councillors Tierney and Desroches to review applications for Council’s citizen appointment to the Ottawa Police Services Board, and to recommend a candidate to Council.  The Mayor was also appointed as an ex officio member to the Selection Committee. 

 

 

DISCUSSION

 

Advertisements for membership on various City of Ottawa advisory committees and boards were placed in the Ottawa Citizen, the Ottawa Sun, Le Droit, as well as various community newspapers beginning January 21, 2011.  In addition, ads were posted on the City website, at all City facilities, and were sent to a number of organizations and associations with a potential interest.

 

The Selection Committee reviewed all the applications and subsequently recommended that Council appoint Mr. Henry Jensen as its citizen representative on the Ottawa Police Services Board.  The Selection Panel is further recommending that Mr. Jensen’s term will expire at the end of 2012, at which point a new Citizen Appointee will be recruited and selected.

 

Mr. Jensen previously served on the Ottawa Police Services Board from 2005 until July 2011 as a community representative appointed by the Province of Ontario. Mr. Jensen was Chair of the Police Services Board in 2007 and 2008. He has also served on the Board of Directors of the Ontario Association of Police Services Boards, serving as vice-president for the past year.

 

Mr. Jensen had a 37-year career with the Royal Canadian Mounted Police (RCMP.) Prior to his retirement in 1989, Mr. Jensen was Deputy Commissioner, Operations for over eight years. His work encompassed economic crime, drug enforcement, organized crime, criminal intelligence, immigration and customs, protective policing, including airport policing, national security (terrorism, sabotage, official secrets,) foreign services and Interpol. Mr. Jensen served as a Senior Vice President for Deloitte & Touche LLP from 1996-2000, and has worked since 2000 as an Associate for the company on a part-time basis providing consulting services in relation to forensic investigations in the Financial Advisory Services Sector.  He also chairs the Board of Directors for the National White Collar Crime Centre of Canada, a not-for-profit organization working to facilitate public police and private sector cooperation.

FINANCIAL IMPLICATIONS

 

Citizen members of the Ottawa Police Services Board receive annual remuneration in the amount of $8,000 in recognition of the significant commitment of time and energy required, and to cover reasonable expenses incurred by attending meetings. These costs are accommodated within the City’s budget in accordance with Provincial legislation. Mid-term recruitment for the Police Services Board will be done in conjunction with the annual recruitment process for the City’s Boards and Advisory Committees. As a result, the incremental cost will be negligible.
