That Council:
1.
Approve the budget
adjustments as detailed in Document 1;
2.
Authorize the closing of
capital projects listed in Document 2, the funding of deficits as identified
and the return of balance of funds to funding sources;
3.
Permit those projects in
Document 3 that qualify for closure, to remain open; and
4.
Receive the budget
adjustments in Document 4 undertaken in accordance with the Delegation of
Authority By-law 2009-231, as amended, as they pertain to capital works.

That Council approve the contract amendments with Pricewaterhouse Coopers LLP to
include a Quality Assessment Review of the Office of the Auditor General as
outlined in Document 1; and that Pricewaterhouse Coopers LLP report back to the
Audit Sub-Committee on the review’s findings and recommendations for
implementing the Institute of Internal Auditors (IIA) standards.

Approve a one-time
special distribution from the City of Ottawa Endowment Fund in an amount of up to
$21,253,000 be distributed and that the amount of the payment be lowered if
required, to keep the value of the Fund at not less than $200 million after the
distribution is made; and
2.
Receive this report on
the results of the City’s investments for 2010 as required by Ontario
Regulation 438/97 as amended to Regulation 292/09, Section 8 (1), and the
City’s Investment Policy.

Financing Lease agreemeNTs 2010 CONVENTIONS DE CRÉDIT-BAIL 2010 |
That Council receive this
report on outstanding Lease Financing Agreements as at December 31 2010 as
required by Ontario Regulation 653/05 amended to Regulation 291/09 and the
City’s Debt and Financing Policy.
7.
Barrhaven Business Improvement Area Boundary Expansion ÉLARGISSEMENT DES LIMITES

That Council:
1. Designate the area
described by Document 1 as an expanded Business Improvement Area (BIA), under
Sections 204 and 209 of the Municipal
Act, 2001;
2. Authorize and direct the
City Clerk and Solicitor to send out a notice of Council's intention to pass a
by-law to alter the existing BIA boundaries, as defined in Document 1, in
accordance with Section 210 of the Municipal
Act, 2001;
3. Authorize and direct the
City Clerk and Solicitor to prepare an amending by-law to amend By-law No.
2005-498 (A by-law of the City of Ottawa designating
the Barrhaven Area as an improvement area) to include the expanded area as described in Document 1, in accordance
with Sections 204 and 209 of the Municipal
Act, 2001; and
4. Enact the aforementioned
by-law in accordance with section 204 and 209 of the Municipal Act, 2001, subject to the City Clerk and Solicitor
receiving favourable results on the notices referred to in Recommendation 2,
advising of the intention to pass a by-law expanding the boundary.
