BACKGROUND
The Planning and Growth Management Department has developed a work plan that will serve as a tool to guide its business planning for the 2011-2014 Term of Council. This plan will scope individual staff work programs, future budget submissions, and provide accountable performance measurement to Planning Committee, Council, the public, and the development industry.
The purpose of this report is to table the workplan for Committee and Council’s approval and provide a summary of the Planning Committee off-site retreat that informed the development of this workplan.
DISCUSSION
A draft Departmental workplan was developed by Planning and Growth Management staff based on a review of ongoing Departmental initiatives, the two corporate priorities of Sustainability and Service Excellence, a review of the platforms from the 2010 municipal election of the Mayor and Council, a review of Advisory Committee workplans, and through ongoing consultations with the development industry and other stakeholders. A workplan was developed for the entire Department; however for the purposes of this report, projects are limited to those only within the mandate of Planning Committee.
It should be noted that this workplan was developed using the Department’s existing staff complement and is predicated on this staff complement being maintained throughout the Term of Council. Furthermore the initiatives listed are undertaken primarily by policy development staff in the Community Planning and Urban Design and Building Code Services Branches and accordingly the workplan does not speak to the ongoing operational activities undertaken by Development Review staff. Finally the workplan is contingent on receiving the operating and capital funds required to complete necessary studies or plans.
The draft Departmental workplan focuses on four key priorities within the mandate of Planning Committee:
Advancing the Transportation Agenda to
connect the Transportation System to Neighbourhoods
As the Planning and Growth Management Department’s number one priority,
the Department will work in partnership with the Rail Implementation Office
(RIO) and Real Estate Partnerships and Development Office (REPDO) to undertake
a series of planning studies over the course of the Term of Council with the
aim of maximizing economic development and neighbourhood connectivity
opportunities along the Tunney’s Station to Blair Station Light Rail Transit
Corridor in advance of 2017. Complementary transit and transportation studies
that will support the network will also be undertaken.
Service Excellence to our
Clients
With the structural reorganization of the Department complete, Planning
and Growth Management will now review several of its business processes and
standard procedures with the aim of moving more towards a Gov 2.0 platform,
removing bureaucratic and internal barriers to the development process, and
promoting a culture of measured risk and empowerment through a common can-do
culture.
Bringing Certainty to the Design
Priority Areas
The Department will undertake several planning exercises with the aim
of providing certainty as to where residential intensification will be
encouraged and where communities will be minimally impacted be development. The
Department will also examine ways to increase the economic potential of other
important community assets.
Sustainable Planning
The Department will undertake several initiatives with the goal of
promoting sustainability in the development review process and profile alternative
green transportation projects.
Planning Committee Off-site retreat
The four proposed priorities and the accompanying projects that serve
to advance them were reviewed at a retreat hosted by the Chair of Planning
Committee at Centre Communautaire Richelieu-Vanier on March 30th.
At the retreat the Department presented the four priorities and the
accompanying projects. Committee members then introduced new initiatives that
they felt should also be undertaken within this Term of Council.
One of the primary outcomes of the retreat was the recognition that the
implementation of Community Design Plans and infrastructure in the suburban
areas does not meet Councillor and community expectations for timeliness.
Concerns were raised that infrastructure funding for servicing and
transportation are not keeping pace with growth and that improvement could be
made to the priority-setting done through the budget process. It was felt that
similar to the suite of rural initiatives being undertaken under the auspices
of the “Rural Review”, a similar exercise should be undertaken to examine
intensification policies within the suburban area. A separate off-site retreat
for Planning Committee hosted by Planning and Growth Management, Financial
Services, and Infrastructure Services will be held to address this issue and
this project will be added to the workplan of the Intensification
Implementation Working Group.
The session also identified the importance of ensuring that the proper
zoning regime is in place to permit intensification and redevelopment as a
right. This will provide certainty to communities in terms of where
intensification will be pursued and set the stage for the implementation for
Section 37 Planning Act agreements.
Committee discussed the importance of clarifying language in future Community
Design Plans, continuing to reconcile the Zoning By-law with the Official Plan,
and undertaking Transit-Oriented development plans for the future Light Rail
Transit stations along the Tunney’s Pasture Station-Blair Station corridor.

Based on Committee’s direction and the identification of new priorities
the Department subsequently amended the proposed workplan, found in Document 1.
Corporate Strategic Plan
The Corporation is currently undertaking the development of its Term of Council Strategic Plan led by the Organizational Development and Performance Department. The draft Strategic Plan priorities and initiatives will be tabled at Finance and Economic Development Committee in June 2011, delegations will be received, and final approval is anticipated in Fall 2011. While the Planning and Growth Management Term of Council workplan is Department-specific and speaks to a much finer granularity, it is anticipated that several of the principle projects to be undertaken (e.g. the 2012-2014 review of the Official Plan) will be included in the Strategic Plan and therefore the Departmental workplan will be fully integrated with the corporate initiative. Following Council’s approval of the Corporate Plan, amendments to the department workplan will be made if required.
RURAL IMPLICATIONS
Several of these projects relate as well to the rural area and will include consultation in the rural area and joint-reporting to Agriculture and Rural Affairs Committee.
CONSULTATION
The composition of the draft departmental workplan was based on a review of Advisory Committee workplans, a scan of issues of interest as identified in public consultations on other planning matters and through ongoing consultations with the development industry. Planning Committee was then consulted on the workplan and provided amendments at its March 30th off-site retreat.

FINANCIAL IMPLICATIONS
This workplan is contingent on the appropriate operating and capital funding.
The 2011 workplan can be completed with existing resources. With the exception of the Community Design Plan for the Mer Bleue Mixed Use Area; a front-end agreement will be sought for this initiative.
Additional resources required for 2012 – 2014 workplan items (including projects submitted by Planning Committee members at the off-site meeting) will be brought forward through the budget process.

DISPOSITION
The Planning and Growth Management Department will undertake the initiatives outlined in the report and where appropriate will bring forward implementing reports to Committee. The Department will report to Planning Committee in 2012 after the budget is approved by Council with any amendments to the workplan and should any amendments be required through the approval of the City Strategic Plan.
