That Council approve one-time funding of $250,000 from the Cash-in-Lieu of Parkland City-wide Reserve Fund as the City’s contribution to the $1.25 Million project to design and build a 12,500 square foot ice surface on Marion Dewar Plaza, and that annual operating and maintenance costs of $200,000 be included as part of the City Operations 2012 budget submission.

BACKGROUND

 

On May 20, 2011, the City of Ottawa announced an agreement, subject to approval by City Council, with the Ottawa Senators Foundation and the Hockey Canada Foundation to build the Rink of Dreams at Marion Dewar Plaza at City Hall.

 

 

DISCUSSION

 

The proposed 12,500 square foot oval ice surface is a refrigerated outdoor skating facility that would operate annually from November to March and serve as a community space during the spring and summer months.

 

The project has an estimated cost of $1.25 Million which includes in-kind contributions from various Sens Foundation partners.  The Sens Foundation has committed to contribute $1 Million toward the design and construction of the rink while the City of Ottawa proposes to provide $250,000 as its contribution to the $1.25M total.

 

Approximately $350,000 of the Sens Foundation $1 million is expected to come from the Hockey Canada Foundation Gala and Golf Tournament to be held in Ottawa on June 27 and 28.

With successful fundraising by the end of June, the groundbreaking for the Rink of Dreams is expected to begin this summer and be completed by mid-December 2011.

 

Given that the refrigerated rink will not be weather dependent and its close proximity to the canal it will serve as an excellent extension and supplement to the Canal skating season for both residents and tourists alike.

 

The City of Ottawa also proposes to maintain and operate the rink with anticipated annual operating costs of $200,000 which is comprised of:  costs associated with general maintenance, repairs, cleaning and ground maintenance ($50,000); hydro costs ($18,000); set-up and dismantling of portable change rooms and washrooms ($20,000); use of refurbished Zamboni unit to maintain the rink surface ($7,000); and staffing [summer and winter maintenance staff plus Public skate attendants during the skating season] ($105,000).  City Operations will include the operating and maintenance budget pressure as part of its 2012 budget submission.

 

RURAL IMPLICATIONS

N/A

 

CONSULTATION

 

Staff is presently consulting with event organizers who may be impacted during the development phase of the project.  Though there may be inconveniences experienced during the construction period, the improvements to the site, which include establishment of a seasonal band shell, will be a long term benefit to event organizers using the site in future years.  In the interim, City Special Events staff will be working with organizers who have planned events at Marion Dewar Plaza to mitigate, as much as possible, the impact of the project during the construction period. 

 

 

COMMENTS BY THE WARD COUNCILLOR

 

It is expected that the Rink of Dreams will be used by residents and tourists from across the City and beyond.  The local Ward Councillor Diane Holmes is aware of and supportive of the Rink of Dreams proposal.

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal/risk management impediments to implementing the recommendation of this report.

 

 

ENVIROMENTAL IMPLICATIONS

 

There are no environmental implications with respect to implementing the recommendations set out in this report.

 

 

TECHNICAL IMPLICATIONS

 

There are no technical implications associated with this report.

 

 

FINANCIAL IMPLICATIONS

 

$250,000 is available from the Cash-In-Lieu of Parkland City-wide Reserve Fund to accommodate the City’s contribution to the $1.25 Million project.  City Operations will include a $200,000 budget pressure to maintain and operate the rink as part of its 2012 budget submission.
