That the Transportation Committee recommend that Council approve the budget adjustments for the completion of Phase 1 of the Goulbourn Forced Road reconstruction as outlined in Document 1.

BACKGROUND

 

Goulbourn Forced Road, as it exists today, is a forced road from Kanata Avenue to Terry Fox Drive that currently has a substandard road cross-section for a collector road; it is narrow and does not have shoulders and pedestrian facilities.

 

The City has completed a Class EA Study for the reconstruction and realignment of Goulbourn Forced Road, from Kanata Avenue to Terry Fox Drive, and Kanata Avenue, from Richardson Side Road to Goulbourn Forced Road. The study was undertaken to determine the alignment, profile and cross-section for both Goulbourn Forced Road and Kanata Avenue.

 

Goulbourn Forced Road reconstruction is to be divided into three phases. Phase 1 includes the section of roadway from Kanata Avenue to Kanata Rockeries Private.  Phase 2 includes the section of roadway from Kanata Rockeries Private to Walden Drive South, while Phase 3 includes the section from Walden Drive South to Future Terry Fox Drive extension, 300 metres west of Second Line Road allowance.  Phase 1 was budgeted, designed and tendered in conjunction with Phase 1 of Kanata Avenue project. Phases 2 and 3 are subject to future budget approval by Council.

 

DISCUSSION

 

A substantial portion of the previous budget authority for Phase 1 of Capital Project 903891 was used to cover unforeseen construction costs on the Kanata Avenue section of the project, which resulted in the removal of the Goulbourn Forced roadway portion from the original tender.  Additional authority for this capital project was forecasted in the 2009 Development Charge study for budget approval in 2011; however, the 2011 budget did not include additional funding authority for the Goulbourn Forced Road reconstruction.  It is inevitable, over the life of the Development Charge by-law, that some capital project timing requirements and cost estimates will be modified, in order to respond to changing circumstances.  In the meantime a new JK-Grade 6 school adjacent to Goulbourn Forced Road will be opening in September 2011.  Without additional budget authority and a reconstructed road, the majority of students will be unable to safely walk to the new school given the unsafe existing condition of Goulbourn Forced Road.  In addition, adjacent development cannot be completed until such time as the Goulbourn Forced Road reconstruction is completed.

 

Staff has determined with a reallocation of the surplus funds as shown in the financial statement, Phase 1 of the Goulbourn Forced Road reconstruction will be able commence this summer as originally forecasted to safely accommodate the School Board and adjacent development.

 

Due to the tight construction timelines, Planning Growth Management Department recommends that Transportation Committee suspend the rules to consider this report and to forward it to Council on May 11 for consideration.

CONSULTATION

 

No specific public consultations were undertaken in the production of the report. There was, however, extensive public consultation during the Environmental Assessment for the Goulbourn Forced Road project.

 

 

COMMENTS BY THE WARD COUNCILLOR(S)

 

Councillor Wilkinson is aware of this report and supports the recommendation.

 

 

LEGAL/RISK MANAGEMENT IMPLICATIONS

 

There are no legal/risk management impediments to implementing this report’s recommendations.

 

 

CITY STRATEGIC PLAN

 

The Budget Adjustment is supportive of the following City Strategic Plan initiatives:

 

Transportation - Objective 1:  Improve the City’s transportation network to afford ease of mobility, keep pace with growth, reduce congestion and work towards modal split targets. 

 

The completion of this project will provide much needed linkages within and beyond the developing Kanata Lakes Community.

 

Sustainable, Healthy and Active City - Objective 6:  Require walking, transit and cycling oriented communities and employment centres.

 

The construction of this project will allow safe provision of transit, cycling and pedestrian facilities on the reconstructed Goulbourn Forced Road.  It will also allow for the safe access to abutting schools and parks by elementary school children and the community at large.

 

Planning and Growth Management

Objective 1:     Manage growth and create sustainable communities

Objective 2:     Invest in programs and initiatives that improve Ottawa’s business climate, support job creation and enhance the city’s social and economic prosperity

Objective 3:     Ensure that the City infrastructure required for new growth is built or improved as needed to serve growth.

FINANCIAL IMPLICATIONS

 

There are no financial implications, as no new source of funds for the project is required based on the proposed Budget Adjustment.  The Kanata Avenue / Goulbourn Forced project is identified as a growth related project per the Development Charge Background Study.
