That Council approve
the area of land commonly known as North Bluff Park located at 5058 North Bluff
Street, be officially named “Nimiq Park.”

That
Council approve the area of land commonly known as North
Bluff Park located at 5058 North Bluff Street, be officially named “Nimiq Park.”

The Community and Protective Services Committee, at its
meeting of 21 April 2011, approved the following motion added to the agenda pursuant to 84.(3)
of the Procedure By-law
(being By-law no. 2006-462).
WHEREAS the City
of Ottawa’s economic development strategy aims to build an innovative knowledge
based economy;
WHEREAS it is
important for the City of Ottawa to recognize the importance of our technology
sector in the City of Ottawa;
WHEREAS Telesat Canada is a major employer in the City of Ottawa
and is an international leader in satellite technology and has a long history
of supporting local charities;
WHEREAS Telesat employs a range of satellites named Nimiq which is an Inuit word meaning “a force which binds
things together”;
WHEREAS the City
of Ottawa’s emergency services recommend distinct park names in order avoid
miscommunications during emergency dispatching and response;
WHEREAS the City
Solicitor has advised that the name Nimiq does not
fall under the commemorative naming process and emergency services has cleared
the name “Nimiq” for the purposes of 911;
WHEREAS
representatives from Telesat has approved the use of
the name “Nimiq” for the park;
WHEREAS the
Riverside South Community Association has been consulted on the proposed name;
THEREFORE BE IT
RESOLVED that North Bluff Park on North Bluff Street in Riverside South be
officially named parc Nimiq
park.
Committee directed staff to ensure that the Inuit word “Nimiq” was recognized and accepted by the Inuit community.
CONSULTATION
City Operations
Staff met with Inuit partners to
discuss the naming of the park and, although the word “Nimiq”
has a number of interpretations, it was confirmed by the community that, naming
the park Nimiq would not be considered offensive/insensitive to the
community. It was noted that the name may be confusing to those not familiar
with the intent to honor Telesat Canada and their
fleet of telecommunications satellites. For that reason, the community
suggested that signage at the park should indicate “in honor of Telesats’ Nimiq
satellite” to clarify the reason for the name.
The community also felt that it
would be appropriate to invite community elders to the opening of the park to
participate in activities such as: performing a prayer and light the
traditional oil lamp known as “Kudlik”; participate
in the ribbon cutting, and; performing a traditional song/drumming (optional).
City Clerk
The Commemorative Naming Policy has only been applied to names that commemorate individuals or families. As such the Clerk's Office feels this proposal is outside the scope of the Commemorative Naming Policy.
FINANCIAL
IMPLICATIONS
There are no funds
available within the Parks capital budget for a park sign.
Parks, Recreation and Cultural Services staff will take the appropriate action following Council’s decision.
