COMMITTEE RECOMMENDATIONS

 

That Council:

 

1.   Formally support the bid by Senators Sports and Entertainment and its bid partners to host the 2013 IIHF World Women’s Hockey Championship, scheduled for March 31 to April 9, 2013;

 

2.   Approve, subject to Ottawa winning the bid competition, a funding contribution up to $200,000 ($150,000 in-kind and $50,000 cash); and

 

3.   Delegate authority to the City Manager to execute, on behalf of the City of Ottawa, all necessary agreements and any other supporting documents for the City to host the 2013 IIHF World Women’s Hockey Championship.

BACKGROUND

 

A bid has been made by Senators Sports and Entertainment, along with its bid partners, to host the 2013 International Ice Hockey Federation (IIHF) World Women’s Hockey Championship.  The annual IIHF World Women’s Hockey Championship captures the attention of the world by featuring the best female hockey players on teams from eight participating countries.  The first championship was held in Ottawa in 1990, and the event has grown steadily to become a significant economic and tourism activity with extensive international exposure for the host community.  For example, the 2007 championship in Winnipeg brought an estimated $12 million of economic activity to the area.

 

Hockey Canada, which was awarded the opportunity to host the 2013 Championship, established the following timeline to select the Canadian host city:

 

January 21, 2010

Deadline for Letter of Intent to submit bid

March 4, 2011

Deadline for submission of bid to Hockey Canada

April 1 – 22, 2011

Bid presentations to 2013 Site Selection Committee

April 22 – 30, 2011

Selection of Host city by Hockey Canada Board of Directors, subject to IIHF approval

 

Hockey Canada has announced that four other cities and/or groups have submitted a letter of intent to host the 2013 Championship: St. John's, NFLD; Kamloops, BC; Victoria, BC; and the Ontario Women’s Hockey Association.  In order to increase the chances of success for the bid in Ottawa, and to capitalize on the opportunity to draw considerable economic activity to the area, it is recommended that the City of Ottawa show its formal support as early in the process as possible.  This support would be consistent with funding provided to other major events in the City.

 

 

DISCUSSION

 

Hosting the 2013 World Women’s Hockey Championship will provide a range of economic and community benefits for the host city. These benefits include:

 

          Potential positive economic impact on the local economy in excess of $12 million (based on 2007 Winnipeg);

          Local hotels, restaurants, transportation companies and retailers will directly benefit from the event during a usually slow time of the year;

          Creation of a local legacy fund of up to $250,000 supporting the development of amateur hockey;

          Substantial national and international media exposure, with projected total television viewership expected to exceed one million viewers; and,

          Enhanced reputation and ability to attract and host future world-class sporting and cultural events.

 

In addition to the estimated economic activity in excess of $12 million for Winnipeg and Manitoba in 2007, the championship had a total attendance of 120,000, many of them visitors to the city.  The event also generated a local legacy fund of close to $200,000 which was reinvested in the local amateur hockey association. By hosting the 2013 Championship, Ottawa would acquire a similar local legacy fund that is expected to exceed $250,000 that would be used for the development of amateur hockey in and around Ottawa. 

 

By playing host to this championship for a second time, Ottawa will reinforce its image as 'Hockey Country'. Canada's Capital Region is home to the Ottawa Senators, Ottawa 67's and Gatineau Olympiques, and all three teams play regularly to sellout crowds.  Ottawa also hosted the 2009 IIHF World Junior Hockey Championships with great success, bringing in more than $56 million in economic benefit to the Ottawa region.  Given its prestige as an international sporting event, the Championship will also provide Ottawa with significant international media exposure, and an opportunity to showcase Ottawa to the world.  

 

Over the past several years, the City has contributed to the success of a variety of major national and international events held, or to be held, in Ottawa. This includes the 2012 NHL All Star Weekend, 2009 IIHF World Junior Hockey Championships, 2007 FIFA U-20 World Cup Canada, 2008 and 2006 Ontario Summer Games, 2004 Grey Cup, 2003 Juno Awards, and the 2001 Jeux de la Francophonie. Collectively, these events have generated significant exposure and economic benefits for the City of Ottawa and have helped to reinforce our City’s vibrant and dynamic image.  Support for this bid is also directly aligned with Economic Development Implementation Plan, which seeks to proactively target and support the attraction, hosting and development of major cultural, sport, and business events in the City.

 

By providing funding support of up to $200,000 ($150,000 in-kind and $50,000 cash) for costs related to the provision of police and paramedic services, the City of Ottawa’s contribution would be consistent with the support provided to other major events as referenced above.  It should be emphasized that this support will only be required if Ottawa is selected as the successful host City.  Other bid partners include:

 

          Senators Sport and Entertainment (SSE) (to provide 100 per cent of the guarantee required by Hockey Canada.  The amount of the guarantee is still being determined.  In Winnipeg the guarantee was $750,000.  SSE will also underwrite all the costs and staff time related to the bid preparation)

          Province of Ontario ($300,000 Celebrate Ontario application submitted by Ottawa Tourism – to be confirmed)

          Ottawa Tourism ($25,000 – based on room nights)

          Ottawa District Hockey Association (volunteer support to run the event) 

 

A decision on the host city is expected prior to April 30, 2011.

FINANCIAL IMPLICATIONS

 

This report requires Council to approve, subject to Ottawa winning the bid competition, a funding contribution up to $200,000 ($150,000 in-kind and $50,000 cash).

 

Since a decision on the host city is expected prior to April 30, 2011; cash funding of $50,000 for the event must be set aside from the current year’s budget.  It is at that point that the City will have a commitment to expend funds and will have certainty as to the amount of cash required to host the event.  Funds are available in the economic development budget for this commitment.  The in- kind contributions are estimates at this time.  The value of the actual in kind services provided in 2013 will be reflected as a cost of hosting the event in the year 2013 financial accounts, once final costs are determined.

THEREFORE BE IT RESOLVED that the Finance and Economic Development Committee approve the addition of this item for consideration by Committee at today’s meeting, pursuant to Section 84(3) of the Procedure By-law.

Responding to questions from Councillor Egli with respect to the source of the funding for this initiative, Ms. Marian Simulik, City Treasurer, indicated the budget already existed in that the branch had $1M base funding and, if Council approved the draft 2011 Budget, there would be an additional $2M.  She explained that funding for this initiative would come out of the Branch’s base budget envelope.  She advised that, of the current $1M base budget, to date $500,000 had been pre-committed for other bids, therefore the balance would provide sufficient funds for this initiative.
