DEBT ISSUES

16. (1) The Treasurer is authorized to proceed with one or more debt issues at any time during a calendar year provided that,

(a) the annual debt charges are within the debt servicing budget as approved by Council in the annual operating and capital budgets, and

(b) the project debt authority has been previously approved by Council.
